What the role is

  • The Strategic Planning & International Relations (SPR) cluster stewards Public Service Division's transformation and capability building efforts through the following key areas:
  • Strategic Planning: Stewards PSD's business strategy, tracks its implementation, and reviews it regularly to ensure that it remains relevant amidst an evolving operating context. Key tasks in this process include identifying future trends; co-developing organisational initiatives; supporting individual clusters in developing their priorities and workplans to accomplish organisational goals; and communicating and tracking the progress of these work plans.
  • International Relations: Drives efforts in building diplomatic ties between PSD and foreign counterparts to broaden strategic bilateral needs. As part of such strategic interactions, the unit also helps to cull data and information on the prevailing trends in the broader international environment that may shape the future of work.

What you will be working on
- [Specific Job Responsibilities]
As Deputy Director (Strategic Planning & International Relations), you will lead the team in the following aspects:

  • Lead, motivate, mentor/coach and develop staff to achieve optimal and maximum performance through provision of timely feedback and guidance.
Strategic Planning

  • Drive and operationalise PSD's annual work planning process this involves leading engagements with the Directors of relevant departments, and the organisation and facilitation of key platforms such as management retreats and townhalls.
  • Lead the design and performance management/monitoring of key strategic crosscutting workstreams that will mobilise relevant departments and work groups within PSD this involves the use of scorecards/dashboards to steer the timely delivery of key milestones and completion of projects.
  • Identify and consolidate appropriate benchmarks and reporting metrics across PSD to monitor progress and alignment, based on demands required of PSD and state of organisational health these can also be in specific areas such as the state of HR digitalisation.
  • Review and enhance existing framework used to evaluate PSD's strategic programmes and initiatives.
  • Build Research capability within the team to identify and analyse wholeofgovernment human capital and organisational development issues, trends, challenges and opportunities across the Public Service.
  • Develop key transformation strategies for PSD in areas such as Digital Transformation.
  • Operationalise the Enterprise Risk Management framework, and drive plans and activities to raise the awareness, tangibility, and culture of Enterprise Risk Management within PSD.
International Relations

  • Oversee and develop key strategic bilateral relationships at both the national and the organisational levels this involves leading engagements with key counterparts and partners with the goal of institutionalising these relationships via mechanisms such as MOUs.
  • Actively build and maintain relationships with key governmental bodies, international organisations and significant sector personalities around the world so as to advance Singapore's and the agency's standing and interests.
  • Identify and leverage key multilateral and bilateral platforms/exchanges on which PSD can exhibit thought leadership in public service.
  • Identify and curate opportunities for PSD clusters to learn progressive practices from, as well as benchmark against top public service partners and international organisations.
