What the role is

  • The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children's development below the age of 7, across both kindergartens and child care centres.

The Early Intervention Department at ECDA oversees a continuum of services for young children (aged 6 years and below) with developmental needs to ensure a good start for every child.

The Department plans and develops early intervention (EI) programmes in preschools and the community, drives capability development initiatives for early childhood and early intervention professionals, conducts research and evaluation to improve programme design and practices, and ensures efficient and effective EI services.


What you will be working on

  • You will implement, review and enhance the budget planning and fund administration of Early Intervention programmes through ensuring:1. efficient budget projection planning and monitoring of budget utilisation and optimisation
2. prudent fund administration and disbursement models and processes, in adherence to financial audit requirements
3. funding agreements, grant disbursements are administered in compliance to programme and audit requirements, in a timely manner
4.

appropriate fund accountable process for EI providers, are in place to report musters for disbursements and audit verification (incl through system design and review).

5. renewal of master tenancy with HDB and sub-tenancy with EI providers, and billing of invoices for rental and S&CC collection from service providers, are administered in a timely manner
6. asset tagging and annual checks of MSF/ECDA properties are conducted regularly, and

  • Any other work as required

Key Responsibilities:

  • Plan, review, monitor and streamline budget and fund administration process workflows in accordance to budget cycles and funding tranche requirements
  • Implement appropriate process checks to ensure both internal and external (by EI providers) audit compliance
  • Develop and conduct appropriate verification and payment/claims checks before fund disbursements are done
  • Enhance processes to capture and review budget/fund related data analytics to support budget projections and optimisation.
  • Stakeholder engagement on budget and fund related matters

What we are looking for

  • Tertiary qualifications in accounts, finance and any related discipline
  • Proficient in excel spreadsheets, workbooks, formulas and macros
  • Conceptual Thinking
  • Ability to do budget projections, planning and preparation, and funding related data analysis.
  • Ability to think critically and analytically with a keen eye for detail.
  • Good communication skills through good writing ability and engagement skills.
  • Service oriented, resourceful and meticulous
  • Able to work independently
