Description

The Head of Finance Controls is a member of the Regional Finance management team within the Finance department of ING Wholesale Banking Asia.

You are manager of the Finance Controls team (1 FTE) based in Singapore and you are the regional lead providing advice and support towards the Heads of Finance in the other branches in the region; to ensure that we deliver consistent and aligned approach to controls design and execution throughout the region.

You are result-oriented and have sound knowledge and experience in the Financial sector. You excel at developing teams and individuals.

At the same time, you are detail orientated and capable of approaching issues from analytical and strategic perspective and then defining concrete solutions that are practical to implement.

You are independent, like to work on multiple tasks and can pro-actively manage multiple stakeholders.

Your most important responsibilities will include:

  • Regional Lead for Finance Controls
  • you will represent Asia on global calls and lead regional calls to align on finance framework controls related processes and implementation of changes across Asia. You will also work closely with countries providing advice and guidance on related topics to maintain strong internal control environment.
  • Coordinate all Internal Control over Financial Reporting ("ICFR") activities throughout the year and coordinate planning of SOX404 activities for Asia.

This includes:
- scoping and mapping; monitoring / facilitation of process walkthroughs led by Process owners; monitoring of (independence of) testing activities;
  • Preparation, facilitation and timely delivery of Interim and Year-End Evaluation Deliverables; and
  • Maintenance of strong internal controls environment
  • Project manage SOX implementation across the Branch
  • SOX Optimisation projects you will drive SOX optimisation projects with the goal to standardize and optimise controls and processes to improve efficiency and quality of financial controls for Asia.
  • Delivery of Singapore and Asia's Annual Key Controls Testing program (nonSOX frameworks).

This includes:

  • Planning, scoping and alignment of timeline and deliverable with key internal stakeholders
  • Monitoring completion of testing activities
  • Managing stakeholders in Finance Teams across Asia (including Head of Finance), Controls Hub Manila, 2nd line of defence and senior management ING Asia.
  • Preparation and facilitation of Annual Evaluations Packs for key locations
  • Provide support to, and coordinate with 1st line process/ control owners in successful remediation of SOX (and related) finance controls related issues in the region.
  • Provide advice and support for Asia branches during internal audits.
  • Conduct gap analysis of new or updated finance control frameworks in the region, working with Heads of Finance Branch, 2nd line of Defence and Group Policy team on interpretation and implementation of changes.
  • People management: manage the Finance Controls team including staffing, team/individual development and running the annual performance cycle (objective setting, resource allocation and appraisals)
  • Help safeguard the bank: support internal control of the bank via focus on a) efficiency and effectiveness of operations, b) reliability of financial reporting, c) compliance with applicable laws and regulations, and d) safeguarding the assets of the organization;
  • Act as a proactive business partner and advisor for internal stakeholders in all the abovementioned areas

In addition, you have:

  • Minimum 10+ years of relevant work experience in accounting (Big 4 experience is preferred), internal audit or operational risk management.
  • An understanding of the Sarbanes-Oxley Act and the COSO 2013 internal controls framework
  • Knowledge of local regulatory reporting requirements (MAS) would be advantageous.
  • An understanding of the ING Internal Control Framework and ongoing developments
  • Strong analytical, problem solving, project management skills with demonstrated proficiency in managing multiple projects simultaneously.
  • Strong English written and oral communication skills with proven success in influencing business decisions.
  • Strong and strategic thought leadership to identify business needs and provide efficient and practical solutions.
  • Proven ability to build strong relationships and collaborate across a crossfunctional team and influence senior leaders.
  • Strong team player, selfstarter and motivator, capable of working independently with mínimal supervision.
  • A bachelor degree in Accounting/Auditing/Finance/Risk at minimum. CPA (RA/RE/RC) /CIA/CISA/higher degree in Risk Management is preferred.
