Description

What the role is

  • Assists the Director and Deputy Director in the efficient and effective management of the Human Resources (HR) Division, including managing the full spectrum of human resources functions and related administrative processes ranging from talent retention to talent recognition.
  • Assists the Director and Deputy Director to define the human resources strategy and formulate plans and policies on HR programmes for PA staff to support PA divisions in the mission of promoting social cohesion, racial harmony, civic responsibility and governmentpeople connectivity.

What you will be working on

  • Oversees the HRM unit to ensure smooth functioning of the unit in serving the needs of the PA staff and meeting the PA objectives.
  • Implements strategies and policies for:
(a) Service schemes and compensation

(b) Benefits

(c) Conduct & Discipline

(d) Performance and Potential management

(e) Recognition

  • Conducts annual performance ranking and CEP exercise to ensure proper evaluation of the staff's performance and potential.
  • Establishes procedures on discipline and processes disciplinary cases to guide the conduct of the PA officers and act as deterrence.
  • Formulates workplace flexibility policies and workplace health promotion programmes so as to promote worklife harmony for staff.
  • Administer National and PA awards for staff recognition
  • Represents HR in internal PA committees so as to add value to the HR work.
  • Participates in other PA projects playing different roles to understand the work of other PA units.
  • Involves in external HR benchmarking circles to learn best practices.

What we are looking for

  • Minimum
  • Good management and leadership skills with 3 years' experience in supervisory position
Desired - Excellent management and leadership skills with 3 years' HR experience in supervisory position

  • Counselling skills and knowledge of HR programmes
  • Familiarity with computer software such as Workday, SAP. Word, Excel, PowerPoint and Access would be an added advantage
