As the Manager (Team Lead), Human Resource Development (HRD) of the Communicable Diseases Agency Planning Office (CDA PO) set up by the Ministry of Health (MOH), you will support the Head, Human Resource (HR), and Deputy Head, HR, in the establishment of the Communicable Diseases Agency (CDA) Human Resources Department.
The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore's communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response.
The CDA PO's role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
As the Manager (Team Lead), HRD, you will be part of the CDA PO HR team in supporting the Head and Dy Head, HR, in setting up and developing the CDA's HR scheme, learning & development structure, policies and systems.
You will also assist to chart out and execute the immediate to mid-term learning and development strategies for the CDA in areas such as talent development and learning organisation.
These strategies should translate into actionable human capital capabilities for both peacetime and crisis situations.
You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA.
Job Requirements
- Seasoned HRD Practitioner with at least 5 years of relevant experience in big organisations in the government sectors, public healthcare or MNCs, in the field of learning & development, adult learning, and education or relevant fields;
- Past experience and/or ability to work in a matrix reporting organisation would be an advantage;
- Resourceful and has a broad sense of perspective;
- Strong analytical, problem solving and project management skills;
- Excellent communication skills;
- Excellent stakeholder management, leadership and interpersonal skills;
- Familiar to various learning mediums and course development will be an advantage.
