What the role is

  • The Rehabilitation, Protection and Residential Care (RPR) Division is part of the Rehabilitation and Social Mobility Policy (RSM) Directorate of the Ministry of Social and Family Development (MSF). RPR aims to develop and review policies, strategies and programmes that address the unique needs and challenges faced by vulnerable populations (such as children and adults in need of care and protection, youth and adult offenders, family violence survivors, the vulnerable elderly and individuals at risk of homelessness), through evidencebased research, community engagement and collaboration with stakeholders. Our goal is to create a society with opportunities for all to succeed.

The Residential and Children-in-Care Policy Branch formulates and reviews policies related to housing and social support for low-income and vulnerable elderly, low-income families facing housing instability, and groups at risk of homelessness or destitution.

The Branch also oversee policies for vulnerable children who are placed in out-of-home care, such as foster care, kin care and children's homes.


What you will be working on

  • Reporting to the Team Leader, you will:
  • Develop medium to long term policy agenda: You will be part of the team responsible for developing policies and programmes that support MSF's strategic outcomes related to social mobility, stability, self-reliance, protection and rehabilitation. This involves conducting horizon scanning, data analysis and ground sensing to identify policy opportunities and gaps.
  • Develop policies to address the housing needs and challenges faced by lowincome families, the vulnerable elderly, and individuals at risk of homelessness. You will analyse emerging trends affecting the adequacy of social and housing support for these target groups, assess their social and residential needs, develop policies and services to meet these needs, and conduct impact and outcome evaluation.
  • Review and develop legislation: You will review and develop legislation to strengthen safeguards for vulnerable persons in social residential homes and persons who are destitute. You will also ensure compliance with international conventions.
  • Forge partnerships with stakeholders: You will build partnerships with stakeholders to facilitate policy formulation and communication for effective implementation. This involves engaging various stakeholders, such as community organisations, government agencies and international bodies.
  • Build strategic and transformation planning capability: You will build the Division's strategic and transformation planning capability to ensure that it is future ready with outcomefocused performance indicators. This involves developing crosscutting and longerterm strategies to meet policy objectives.


Overall, your role as a Senior Policy Officer / Assistant Manager of the Rehabilitation, Protection and Residential Care Division requires you to be a strategic thinker with strong analytical, research, and communication skills.

You will be responsible for developing policies that enhance the residential support, protection and rehabilitation of vulnerable groups in society.

Requirements:


  • At least two years of relevant work experience in policy formulation, data analytics, planning and interagency stakeholder/ sector engagement is an advantage
  • Strong tertiary qualifications in any field
  • Strong writing, analytical and problem solving skills
  • Driven, resourceful and a team player
  • Able to lead projects independently and engage stakeholders at different levels
  • Able to manage tight timelines and deliver outcomes in a fastpaced working environment.
