Asean Program Lead - Singapore - TURNER & TOWNSEND PTE. LIMITED

The ASEAN Program Lead will have the responsibility for strategically managing a project portfolio of millions of dollars in capital projects per year.
Reporting into the APAC Head of Design & Construction, this role will be accountable for design and construction services. The position will provide project delivery for sites across ASEAN and Australasia.- Manages major and or complex construction projects;
- Act as liaison between leadership and asset, transactions, and technology teams;
- Manage relationship with outsourced service provider teams to monitor KPIs and corrective actions;
- Proactively assess workload and address with external service providers to right size;
- Manage large team of outside consultants and vendors;
- Assist in the development of real estate strategies with key stakeholders. Translate strategic requirements into practicable designs;
- Coordinate capital planning activities with internal asset managers and cost managers;
- Identify, define, and manage project pipeline with asset managers;
- Release projects to third party providers in time to deliver projects in line with commitments and maintain a steady workflow;
- Orchestrate and drive the successful and timely design of office construction projects in collaboration with the technology stakeholders to bank standards for critical facilities;
- Develop specific client requirements and establish clear and verifiable expectations. Identify and manage Stakeholder's needs. Coordinate project requirements and implementation between internal partners (IT, Security, AV etc.);
- Work collaboratively with the team to develop comprehensive project plans based on approved funding;
- Understand the dependencies and interrelationships of the tasks to ensure success;
- Develop RFPs for outside consultant, construction, and other outsourced vendor services;
- Analyze bids, interview bidders, and evaluate qualifications;
- Work with governmental and nongovernmental jurisdictional authorities for permitting design approval and construction implementation;
- Manage implementation of projects, including identification and mitigation of risks and issues;
- Ensure projects are delivered on time and on budget while being conducted safely, efficiently and with mínimal impact to the business;
- Ensure that punch lists and project closeouts are handled in a timely fashion, according to bank policy;
- Lead the development of the scope of work and creation of detailed project schedules;
- Monitor actual schedule and costs against the project estimates. Report significant variances and develop corrective action plans;
- Review and approve all project payments with support from cost management group. Ensure that compliance rules are fulfilled, and project records are complete;
- Communicate effectively with staff and management on status, issues, risks, goals, and objectives;
- Report on performance to management including highlighting issues, mitigation plans and progress;
- Promote a culture of transparency, innovation, and improvement in the project delivery process.
- Bachelor's Degree or equivalent experience in business; Master's Degree Preferred
- Minimum of years' experience in the construction and project management industry during which you applied a structured approach (methodology) to project planning, estimating, monitoring, and reporting through the full project lifecycle, from initiation through closure.
- Direct experience managing office construction projects is highly desired, groundup experience a must.
- Clear technical understanding of building operations.
- Demonstrate leadership and adaptability when facing unique challenges encountered on each project.
- High energy and a passion for project management and its processes.
- Very strong communication, influencing, and problemsolving skills.
- Strong meeting organization and facilitation skills.
- Team player with ability to handle strong personalities at all levels of the company.
- Experience and ease in interfacing with Senior Management
- Track record of managing work to achieve milestones on time and within budget under pressure.
- Analytical, flexible, teamoriented, have good interpersonal skills with strong attention to detail.
- Technical proficiencies in Microsoft Office products (Word, Excel, and PowerPoint) and Microsoft Project as well as industry standard project management tools.
- Financial Services experience preferred
