Regional Payroll Lead - Singapore - Salt Recruitment

Responsibilities:
Deliver Payroll Services
- Ensure that end to end payroll services across East Asia, are delivered accurately and on time (100% correct, 100% of the time, first time) including income tax and other statutory requirements
Team management and leadership
- Lead a team of payroll officers, specialists, and managers
- Coach and develop the team and assign training
- Imbed continuous improvement as a way of working in payroll
Continuous improvement of all payroll practices across East Asia
- Analyze the current processes, templates, accountabilities, approvals in 14 countries
- Design best practice approach to payroll for the region
- Align all countries to a standardized approach (process, templates etc.) that ties smoothly with finance processes.
Vendor Management
- Manage payroll related vendors
Change Management
- Lead the project through an agile project plan and change methodology
- Proactively communicate with all stakeholders to ensure effective coordination on the developed approaches and solutions
- Assess the change impact and risks of this project to allow mitigations to be put in place.
- Ensure that all approaches are aligned with global strategy and practice
- Coach and upskill the payroll team on best practice
Lead the transition to a single external payroll services provider across East Asia
- Manage the continuing transition to a single regional external payroll vendor
- Scan the market for viable providers across 14 markets in Asia.
- Provide leadership:
- transition of payroll to provider(s)
Qualifications:
- Degree in Accounting, Finance, Human Resources, or similar field.
- Possess 5 to 8 years of payroll management experience in managing a highvolume, fastpaced environment
- Experience Leading a team and regional experience (SEA preferred)
- Oversee the performance of payroll processing activities to ensure an accurate and timely payroll delivery for all employees whilst working closely with an outsourced vendor
- Ensure timely submission of CPF, government paid claim and income tax filing
- Manage post payroll related activities
- Review key payroll processes and implement corrective action to strengthen the control over the processes
- Ability to multitask, prioritize and deal sensitively with confidential material and possess good interpersonal communication skills
