What the role is

The jobholder would deliver NOC and SOC capabilities and technologies to the Home Team. The jobholder is responsible for the system engineering aspects of various projects and trials within the Network and Cybersecurity domain, identifying and evaluating technologies of interest to the Home Team.

What you will be working on

The job holder is responsible for the following:
Responsible for the design and implementation of the next generation NOC and SOC as part of network and cybersecurity domain.
Strong technical knowledge in network infra and cybersecurity concepts, systems integration and technologies.
Lead the network and cybersecurity development team to plan the near

- and long-term roadmap and solution architecture. Articulate architectural differences between solution methods and the challenges and approaches to integrating solutions built on different platforms and technologies.

Lead in gathering users' requirements, codevelop concept of operations (CONOPS) and design blueprints.
Responsible for endtoend design of NOC and SOC to meet Home Team Department (HTD) operational needs, working together with other HTX teams and parties.
Conduct market survey and lead trials/proof of concepts and technology selection for MHA operations.
Lead the network and cybersecurity development team and work with ops owner in the approval of requirement and acquisition activities such as preparation of tender specifications and documents, issue tenders, perform tender evaluation and contract management.
Lead the team in the implementation to ensure that the solution meets operational requirements.
Lead the network and cybersecurity development team and relevant parties in the preparation of various technical documents like the system design documents, technical interface agreements, various test plans (factory acceptance, onsite acceptance, system security, etc.) and test reports.
Responsible for timely delivery of projects within the committed schedule and budget. Ensure project and technical issues are resolved timely or escalated to management for attention.
Provide regular updates to HTX management on the project progress, highlighting project milestones, issues and expenditure.
Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay.
Effectively engage and manage all relevant stakeholders including HTDs and other agencies to deliver the capabilities.
Perform any other duties as assigned by HTX Senior Management or Deputy Dir (Security Development).

What we are looking for

Degree in Cybersecurity/Computer Science/Information Technology/Engineering or relevant disciplines.
At least 8 years of relevant working experience in Cybersecurity.
Strong interest in technologies and innovation, particularly in Cybersecurity. Preferably relevant professional certifications in CISSP, CISM, CISA or equivalent certification would be an advantage.
Strong planning and project management skills, with facilitation skills, problemsolving skills and organising capabilities. Project Management Professional (PMP) or equivalent certification would be an advantage.
Competent, selfmotivated, proactive, dedicated, and responsible as well as having the ability to work independently and as a team without the need for close supervision.
Facilitation skills, planning skills, problemsolving skills, organising capabilities and foresight to drive projects.
Strong interest in technology and innovation. A good understanding of the operational and IT landscape and industry best practices for technology adoption.
Good interpersonal and communications skills for internal/external team and stakeholders' engagement.

All new appointees will be appointed on a two-year contract in the first instance.
