What the role is

The jobholder is responsible for setting finance policies for MHA, reviewing of finance processes and statutory returns, implementing the revised Whole of Government (WOG) Chart of Accounts (COA) in iLMS and onboarding of HTX into iLMS, which is MHA's in-house system.


What you will be working on

  • Principal Accountabilities
(a) Governance

  • Formulation and review of finance policies and processes
  • Formulation and review of risk management framework for finance functions
  • Statutory reporting and management reporting
  • Overseeing Statutory Board matters (exclude funding)
  • Study finance data using analytical tools to provide insights for gap/risk detection, policy review and improvement to procuretopay model
  • Formulating policy on charging methodology and classification, streamlining processes and configuration in relation to the revised WOG COA
(b) Development

  • Overseeing career development and finance professional competency programmes
  • Environment scanning and research on new finance management ideas, technology & industry best practices
(c) Systems
- iLMS overall business process owner for finance modules - oversee and conduct holistic review of system design, business rules, finance roles, finance functionality, finance master data

  • Analyse, review and update relevant areas in iLMS Finance Modules in relation to the revised WOG COA. This includes but not limited to the review of fund management, commitment item, account listing, valuation class configuration and mapping, asset class mapping, sub accounts, purpose code, etc.
  • Analyse and review impact of revised WOG COA on all domains of iLMS and work with internal and external stakeholders to deconflict requirement, as well as work with the stakeholders to address officer's queries/concerns on iLMS
  • Analyse and review the need for system enhancements to ensure iLMS continue to meet users' needs.
  • Amend iLMS interface requirements arising from the revised WOG COA.
  • Manage the data migration and actual implementation of the revised WOG COA, including performing user acceptance tests, managing teething issues post implementation and during the stabilisation period after migration.
  • Manage the onboarding of HTX into iLMS and the parallel running of system prior to actual implementation of the revised WOG COA for the Ministry. This includes but not limited to the streamlining of accounts between MHA as Ministry and HTX as Statutory Board, data cleansing, data mapping, data migration, interface requirements, etc
(d) Ad-hoc duties as assigned.


What we are looking for

  • Background Experience/Qualifications
(a) Qualifications in Accounting, Business, or other relevant discipline preferred
(b) Strong communication, interpersonal and organisational skills.
(c) A good team player who can multi-task and work independently.
(d) Familiarity with SAP, Excel and government financial procedures is an advantage.
