What the role is

  • The Senior Manager reports directly to the Assistant Director (Policy & Administration) and supervises team's staff on the overall strategic planning and formulation of the Division's policies in support of Divisional goals' to widen and deepening outreach with residents through quality courses conducted by PA Trainers/Private Operators and Interest Groups (IGs).

He/ She will also assist and support in the day-to-day office administration work and various projects by providing function and operational support to facilitate the smooth and efficient operation of the Division as a whole.


What you will be working on

  • Assists Assistant Director (Policy & Administration) in the review of policies and planning of strategies related to PA registered Trainers/ Private Operators, courses, IGs and IG leaders regularly.

Monitors the Trainers management, IG, case management and course modules of the onePA system and other future IT system in supporting the whole of PA for effective community outreach through courses and IGs.

Manages and maintains records of quality service cases related to courses and PA registered Trainers/ Private Operators.
Oversees and handles feedback management from internal and external stakeholders.
Manages audits and follows up on the audit observations to improve quality of training providers.
Administers the Appointment and Renewal of Talent Advisory Panel members.
Oversees the management of PA registered Trainers and Private Operators.

Identifies the training needs of the Trainers and Private Operators and co-ordinates workshops for them to upgrade their skills and competency.

Collates and reviews of regular reports on course participation and IG membership.
Generates data from onePA/ IT system for reports and day-to-day operation purposes.
Compiles and/or prepares reports and materials for division/ section meetings/ presentations and other briefings/ workshops.

Liaises with PA registered Trainers/ Private Operators, Constituency Office Staff and Quality Management Advisory Panel members for alignment of PA key messages.

Communicates with internal and external stakeholders on the dissemination of information and policies.
Ensures the smooth operation of the day-to-day office operation and administrative functions.
Supervises team to ensure compliance to Government Instruction Manual on Procurement rules and regulations.
Monitors the Division's and team's budget to ensure it achieves utilisation targets.
Supervises and guides Manager to ensure optimum utilisation of resources in achieving Division/ section targets.

Supervises team to update the office inventory/ maintain office equipment/ and manage the disposal of document of the Division/ section after the mandatory period.

Assists in any other projects and duties as instructed by division's senior officers/ management.
Other ad-hoc duties not covered under main responsibilities and duties.
Provides administrative support and undertakes ad-hoc Divisional projects and events when assigned
Answers to Public, PA registered Trainers/ Private Operators' enquiries
Performs other duties as assigned by the Senior Officers


What we are looking for

  • Experience
Minimum - Demonstrates strong leadership and possess goodco-curricular activities involvement
Desired - At least 3 years of relevant working experience in policy development and implementation and/or quality service management work and/or work in people related field

  • Possess good written and oral communications skills, analytical thinking and problem solving as well as planning and organising skills
  • Strong in data collation, analysis and presentationStrong in managing and resolving quality service matters
  • Knowledge of 2nd language and effectively competent with computer office software is an advantage
  • Able to work on weekends and weeknights, when necessary
