Description

Mission
Ensure safety, security, compliance with regulation and manage Offshore Installation. Organizes, supervises and delegates the activities of the personnel. Ensure timely and professional performance of the preventative maintenance, housekeeping and repairs. Manage emergencies.


Scope
Area of responsibility covers the whole unit and 500 meters zone around the installation.

May act as a Mooring Master on-board the visiting export tankers as approved by the Company (see MM job description).


Duties


OIM shall be fully conversant with the Management System and shall develop, maintain and implement the system on board the unit.

Regularly review the management system and requests for changes if required.
  • Ensure full compliance with all mandatory procedures and regulations that relate to offshore operations

Manage and ensure:

All required certificates and permits are obtained and valid

The unit is equipped, well maintained and seaworthy in all respects

The personnel is competent and effective organization on board is safe and suits operational demands, which may include various duties being assigned differently than content of this document, thus making the latter void

The operation is planned and executed with good workmanship and in accordance with approved work procedures

Company Policies and procedures are known, understood and adhered to

Emergency response is carried out with due regard to life, environment and asset

Management of human resources on board is adequate, with ample consideration to multicultural aspect

Safety is promoted throughout personnel, and necessary training is provided based on general and specific needs

Security measures are adequate to environment and operations

Ensure personnel qualifications are established and that each individual is given the opportunity of improvement through selective on the job training


Ensure safe and professional work procedures:
Deck, machinery and FPSO operations, including mooring equipment for visiting export tankers

All cargo, ballast and tank cleaning operations, including export oil documents

Proper operation of the production facility

Verification of load condition with respect to hull stresses

Helicopter operations on board

All mechanical lifting including personnel transfer by crane

Liaison with the field operating company and local authorities

Accounts

Logbooks and other paper work

Ensure that all data, for production, consumption, maintenance etc. are duly generated and submitted into the system


Ensure availability of resources to execute the following activities:
Maintenance of the unit, machinery and equipment, including all import/export hoses and export tanker mooring assemblies

Maintenance of classification status and certificates

Maintenance of flag/coastal state status and certificates/permits

Separation, segregation and proper discharge of polluted mixtures and sediments

Maintenance and control of hygienic and safe conditions in accommodations, galleys and provision stores

Procurement and supplies, including maintenance of safe stocks of spare parts

Subcontractor work on-board, including diver operations

Vendor data records

Laboratory analyses for exported oil

Imported stabilized and un-stabilized crude oil processing and storing

Familiar with Computerized Maintenance Management System


Authority
The OIM is appointed by the Company and acts as its representative in all matters related to safety, the unit, crew, cargo and operation; when appointed he takes the authority and responsibilities as laid down in flag/coastal state regulations and international conventions

The OIM delegate responsibilities and authorities to the Supervisors, including management of personnel.

OIM should not be constrained by any commercial pressure from any party in decision making with regard to safety of life, environment or asset


Qualifications


Have completed approved education and training and meet the standard of competence specified in section A-II/2 of the STCW Code for masters on ships of 3000 gross tonnage or more.

4 years offshore experience

Must possess the leadership qualities needed to run large, complex organizations

Standard of competence according to Client Competence Assurance Matrix

Excellent command in English written and spoken
