What the role is

  • The individual will be part of a sector development team that builds organisational capabilities of Social Service Agencies (SSAs). OD takes a threepronged approach to building capabilities of the sector: through (1) diagnostics in 7 domains of organisational health; (2) programmes designed to strengthen organisational health of SSAs towards becoming better employers and serviceproviders, and (3) platforms of networking and sharing of expertise and best practices in organisational health and digitalisation.

This job holder will drive and work on projects, from design and conceptualisation through project implementation including fund management and reporting.

The role serves to increase awareness of the importance of organisational health in the sector and facilitate support and guidance to SSAs in achieving it.

This is done through understanding key enablers and barriers specific to the sector and developing frameworks and structures to address them.

It involves significant Account Management work with SSA leadership and staff to drive buy-in and smooth effective implementation of transformation projects, in addition to liaison with multiple stakeholders across government bodies and vendors such as consultants and researchers.

It also involves organising and curation of engagement platforms that support capability building of the sector.

The Senior Manager position also champions and drives the overall strategy and objectives of the team to build capabilities of SSAs.

It involves garnering the unit to achieve these objectives, including guiding and coaching junior staff, and being a face of OD both internally and externally.

The role will continually identify and avail opportunities to connect dots across Groups and functions in NCSS that bolster the capacity
- and capability-building efforts of the unit.


Key Responsibilities and Activities

  • Develop and manage project processes
  • Carry out desktop research and information gathering to write proposals including details around scope, funding and Key Performance Indicators (KPIs) and seek approval according to guidelines with support.
  • Manage project schedule, budget and required communications and documentation for project success.
  • Stake out the objectives of projects, and work across parties as required to achieve them.
  • Incorporate elements of Change Management to varying suitable extents in programmes and interventions.
  • Develop and manage project outputs and outcomes
  • Clarify, review and present interim deliverables and results of initiatives.
  • Carry out continual evaluation and improvement of programmes and interventions
  • Implement related funding parameters for the social service industry, and other areas of support in sector programme management.
  • Manage key stakeholders on a day-to-day basis, building and maintaining a sound understanding of their interests and motivations, and carrying out effective networking to build trusting and respectful professional relationships.
  • Draw and incorporate insights from gathering and analysis of data, drawing insights on capability development needs of the sector.
  • Develop and communicate strategic plans pertaining to the portfolio.
  • Drive engagements platforms of different modalities to support capability building of the sector, through event management and content curation.

Skills & Competencies:

  • Knowledge and/or experience in Organisation Development, organisational transformation, strategy, Change Management and related frameworks e.g. Business Excellence.
  • Project Management skills, including Budget Management, Stakeholder Management and the ability to manage multiple timelines;
  • Communication skills - written, verbal, visual and virtual;
  • Basic Event Management
  • Basic Data Management and Use e.g. able to perform simple queries in a database environment, ability to use Tableau and/or similar software is ideal;
  • Ability to remain agile, carrying out continual problem-solving to respond to evolving conditions and circumstances

Experience:

Min 3-5 years of relevant experience. Preferably with OD-related or consulting experience
