What the role is

  • This job requires the jobholder to keep abreast of the current technological trends and advancement in the landscape of various tactical collection tools and products with the aim to provide a fast turnaround implementation by creating new technical solutions or by integrating, redesigning and modifying the existing Commercial off the shelf (COTS) products in order to address the key operational needs and requirements from various Home Team Departments (HTDs) Intel units through active engagement, management and consultation.

What you will be working on

  • 1) Management of HTD users and projects
  • Work with workinglevel HTD Intel users to gather the specific operational requirements for all assigned projects
  • Work with HTD Intel users to obtain approval of requirements and budget for the implementation of the project
  • Lead the sourcing and technical evaluation of the tools or solutions required by HTD Intel users to meet their operational challenges, including providing recommendations to the HTD Intel users on the evaluation outcomes
  • Work with HTD Intel users to implement the tools or solutions
  • Review the requirements and needs of the HTD users regularly to ensure all their requests, enquiries and problems of the specific projects are adequately addressed
  • Identify potential project risks early and assess its implications to the project and recommend mitigating measures to manage the risks and minimise project delay
2) Source for suitable products from various industries, suppliers, and other research entities

  • Maintain close watch of current and emerging technologies and products in the domain(s) of expertise
  • Assist in performing technology scouting and reach out to internal research entities and other trusted external industries and suppliers for their latest technological advancements and products
  • Responsible to design technical test plans and scenarios and carry out field trials tests on the tools or solutions provided
  • Make technical assessments and evaluations on the suitability of the products and solutions to fulfil the operational needs from the users
3) Provide technical solutions in terms of in-house developments and modifications

  • Carry out small scale inhouse development by designing and building new solutions with careful consideration to cost, implementation ease and user requirements
  • Prototype solutioning by means of hardware integration of various COTS products and/or modifying of the source code or Application Programming Interface (API) to achieve the intended outcome
  • Forward deploy the solution(s) in field trial to be used operationally by the users
  • Troubleshooting and implementation of solutions to resolve design related issues
  • Carry out testing of the completed solution and collect feedback to further improve on the implementation
4) Procurement and Contracts Management

  • Advise HTD users on all procurementrelated matters, including preparation of documents and requirement specifications for the Quotation or Tender requests
  • Responsible for formalizing all contractual changes through the contract variations once the endusers and users have thoroughly discussed and confirm on the changes
  • Plan and monitor the yearly budget and expenditures
5) Perform other duties as and when assigned by Head, Collection Technology and IPMC Directorate


What we are looking for

  • Technical requirements:
a.

Preferably to have 1 to 2 years of working experience in either ICT project management, technical R&D, data science and analytics in at least one of the below fields:


  • Mobile communications such as 4G/5G networks, wireless communication (e.g., WiFi technologies)
  • Multimedia technologies such as video and audio acquisition, analytics, processing, and management
  • Open-Source Intelligence (OSINT) datasets and technologies
  • Basic electronics and circuit design
b. Basic experience in carrying out hardware testing, based on research and the use of evaluation methodologies for various hardware products and/or basic programming skills in Java programming, Python programming, Arduino coding and/or scripting to control the hardware
c. Other experiences in Bootstrap, Linux, C/C++, API coding and integration will also be considered

d. Able to exercise good judgment in determining problem resolutions and approaches to solutions
e. Have the interest to develop solutions for real-world use
f. Good interpersonal skill as jobholder is required to communicate frequently with many personnel within the organisation and external parties such as vendors and other agencies representatives
g. Able to cope with a reasonably high level of stress. Demonstrate resiliency, drive, and level headedness
h. Possess good analytical skills and professional integrity
i. Possess good verbal and written communication skills
j. Ability to work in teams and independently in a fast-paced environment
