    The Materials/Procurement Engineer is located at Singapore, reports to the Technical Procurement Manager and is responsible for sourcing and qualification of suppliers to fulfill the operation need covering mechanical commodities and/or electro-mechanical commodity for product lines that produces Agilent's state of the art instruments. He/she will be tasked to collaborate NPI (New Product Introduction) Engineering team, operational & strategic procurement team and production engineering to setup materials/procurement engineering capability and supply chain to ensure the successful deployment of the product line in Singapore.

    In addition, he/she will also support R&D NPI effort by identifying and purchasing components and parts for initial prototype build. Without compromising on the quality & performance of the products, Materials/Procurement/Sourcing engineer working with existing or new vendor to lower materials cost through value engineering, reverse engineering, new design, alternative substitution, or relaxing of tolerance or standard of the materials.

    This candidate will have a chance to collaborate very closely with our Japanese R&D and suppliers. The ability to speak and write Japanese is essential for this role.

    Job responsibilities:

    Supplier Management

  • Manage assigned commodities and suppliers to meet organization's objectives related to quality, cost, delivery performance and schedule.
  • Perform regular performance review and collaborate with suppliers on value enhancement opportunities to drive continuous improvements.
  • Champion problem solving and root cause analysis activities with suppliers and manufacturing to eliminate recurrence of non-conformances. Work to resolve supplier technical issues in a timely manner to ensure continuity of supply.
  • Develop long-term supplier relationships and implement global procurement strategies.
  • Material Cost Reduction

  • Drive cost reduction initiatives to meet targets.
  • Aid Manufacturing in the evaluation and qualification of new supplier materials following a defined Resourcing process.
  • Explore new cost reduction opportunities through Value-engineering.
  • NPI Support

  • Consult with engineering/R&D personnel to establish performance criteria and specifications for suppliers. Communicate manufacturing specifications to suppliers.
  • Source and investigate potential suppliers and recommend suitable ones for NPI projects or existing products.
  • Perform RFQ and total cost analysis. Negotiate with suppliers on lead-time, cost, and quality to obtain the maximum benefit for the company.
  • In addition to the above:

  • Assure compliance to all applicable requirements pertaining to ISO 9001, ISO 13485, FDA and RoHS Directives.
  • Track commodities market trends and latest technological processes and provide input to management during the development of worldwide materials strategy.
  • Lead cross-functional projects and focus team to complete tasks on schedule.
  • Solve a broad range of problems varying in scope and complexity.
  • Qualifications

  • Typically, more than 8 years' experience in mechanical & electro-mechanical or electrical parts procurement engineering environment, supplier quality management, and/or product engineering, manufacturing.
  • Hands-on experience in sourcing, procurement, process engineering or supplier quality management in an MNC manufacturing environment.
  • Have an analytical mind to evaluate technical data, designs, preliminary specifications, manufacturing limitations, supplier facilities, and availability of parts and equipment
  • Good understanding of various mechanical & electrical fabrication technologies and methods.
  • Demonstrated ability to drive and to execute highly aggressive plans within constraints of schedule, resources, and successfully driving objectives to a result
  • Excellent collaboration, communication skills, cross-cultural leadership skills & strong analytical skills.
  • Experienced in mechanical & electrical parts manufacturing/fabrication processes or std. design specification with good analytical skills on DFx. Must be proficient in technical drawing (2d & 3d mechanical drawings) interpretation, understand BOMs
  • Strong project management skill & experience in managing contract manufacturer, knowledge in SAP will be an added advantage
  • Working knowledge of quality assurance or quality control, experience and knowledge of ISO13485 are a plus
  • Deep knowledge of commodity market and business acumen.
  • Ability to speak Japanese is an added advantage.
