What the role is

  • The Literary Arts sector in Singapore is multilingual and multicultural, with 4 key subsectors (English, Malay, Tamil, Chinese), each presenting unique opportunities for growth and development. It includes creators (e.g. writers, translators, critics), producers (e.g. publishers, editors), distributors (e.g. retailers, libraries), intermediaries (e.g. literary arts associations and organisations) and consumers (e.g. general readers, education institutions), contributing to a vibrant ecosystem of literary activity.

The Deputy Director will lead a team to support the growth and development of the literary arts sector, plugging into the local and international creative economy to cultivate opportunities for Singapore's literary arts assets.

He/She will have the opportunity to develop arts policies and initiatives that support economic, social and placemaking outcomes, participate in a range of inter-agency and international projects and engage with a wide network of professionals and stakeholders.


What you will be working on

  • Strategic Planning & Development
  • Identify critical gaps in the literary arts ecosystem; conceptualise, develop and lead strategic planning for the sector
  • Manage the implementation of the strategic plans to support the development of the sector
  • Commission and analyse research and statistics related to the state of the sector
  • Oversee strategic partnerships and commissions (local and international), and the development of strategic organisations in the literary arts sector
  • Oversee internationalisation efforts to unlock growth opportunities for the sector in the areas of market and audience development, capability development, and positioning Singapore globally
Managing Arts Funding

  • Contribute to the development, implementation and review of funding policies and grant schemes to achieve the desired outcomes for the literary arts sector
  • Oversee the administration of organisational funding to major companies and strategic organisations in the literary arts sector
  • Manage the administration of grant schemes including ensuring that grant processes are efficient and effective
Stakeholder and Partnership Management

  • Cultivate and manage local and international partners and stakeholders to support the growth and development of the literary arts sector
  • Manage the internal and external communications on NAC's and the Literary Arts Sector's programmes/policies, including addressing stakeholders' concerns, together with the team
Supervisory Role

  • Lead a team of managers which entails identifying the capability development needs of team, developing their competencies, coaching, etc.
  • Contribute to the LA team's overall development as well as assist in recruitment to meet LA's manpower needs


In addition to the key responsibilities listed above, the Deputy Director may also be required to take on a cross-sector coordinating role beyond the Literary Arts Department in areas such as but not limited to arts and technology, citizen and sector engagement, and internationalisation.


What we are looking for

  • At least 8 years of working experience
  • Strong leadership skills, with at least 3 years in a supervisory role
  • Excellent interpersonal and relationship management skills to be able to lead interactions with literary arts professionals, arts groups and stakeholders across public, private and people sectors
  • Excellent language and communication skills, preferably with proficiency in one other official language in addition to English language
  • Strong analytical and reasoning capabilities
  • Strong administrative skills with the ability to understand and strategically refine systems and processes to support greater efficiency
  • Comfortable with multitasking and contributing in crosssectoral areas
  • Proactive, highly motivated and a team player
  • A keen interest in arts and cultural policy development
  • A good knowledge of the arts landscape in Singapore, with specific interest in the Literary Arts
  • Ability to be innovative and pragmatic in addressing challenges in sector development
  • Willing to be a pioneer in emerging areas of work
