Duties:

As a TRAFFIC MANAGEMENT SPECIALIST at the GS some of your typical work assignments may include:

  • Serves as a traffic management specialist analyzing and reporting on premium class travel and restricted fare usage, and providing expert technical assistance managing the DoD's participation in the GSA City-pair Program and other government travel programs and commercial passenger travel practices.
  • Serves as a program manager for the implementation, execution, and compliance of DoD contracted travel management company services effectively communicating and managing each project. Participates in procurement sensitive meetings for acquiring commercial travel services that require the signing of a nondisclosure agreement.
  • Performs management studies, program reviews, conducts research, qualitative and quantitative analysis, and manages projects on special travel programs in accordance with DoD and Federal regulations, and travel industry rules and practices. In accordance with program objectives, provides strategic oversight effectively communicating updates and and making recommendations to the Branch Chief for meeting program goals.
  • Reviews and analyzes statistical data and management information reports, manages projects, coordinating analyses of DoD travel programs business and operational requirements, covering work processes, applicable policies and regulations, and the provision of travel services for DoD. Develops functional guidance ensuring alignment of processes within the evolving requirements of the DoD travel enterprise.
  • Performs benchmarking/market research to identify trends, potential or existing problems, and recommends alternative solutions or corrective actions negotiating with stakeholders to gain acceptance and facilitate the implementation of approved recommendations and ensure efficient, economical program execution.

Qualifications:


  • You may qualify at the GS13, if you fulfill the following qualifications:
  • A.
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:


  • Using Global Distribution Systems (e.g. Sabre, Worldspan) and working with commercial travel offices, and payment and distribution offices as part of daily duties;
  • Formulating plans, conducting thorough research, managing projects and recommending policy and procedural solutions to improve program and system effectiveness for the delivery of travel services
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

Graduate Education:

_ Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

  • Specialized Experience (for positions above GS5):_ Examples of qualifying specialized experience include:
  • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel.
  • Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
  • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
  • Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
  • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
