What the role is

  • The Strategic Planning and Policy Division (SPPD) in the Ministry of Law oversees the ministry's (i) strategic planning process, (ii) transformation efforts, (iii) data governance, policy and standards and data analytics capabilities, and (iv) development and review of policies relating to community legal services. While officers are hired for specific roles within the division at the start, officers have the opportunity to work in different or multiple sections within the division, taking into consideration the officers' competencies and development needs, as well as the needs of the division.

The Transformation Office coordinates and drives public sector transformation efforts within the Ministry and support transformation efforts in the wider legal ecosystem, in line with WOG initiatives.


Key areas of work include:
(i) Digitalisation - Ensuring that the ministry becomes digital to the core, while serving with a heart.
(ii) Service Delivery - Providing citizen-centric services.
(iii) Workforce and Workplace Transformation - Developing adaptable and future-ready officers supported by a progressive and caring ministry.
(iv) Citizen Engagement - Partnering Singaporeans to co-develop and co-deliver policies and programmes.
(v) Organisation Development and Excellence - Enabling and tracking the ministry's success.


What you will be working on

  • The officer will assist partner divisions in scoping their business analytics problem statements and developing business data collection plan

Key responsibilities include:
(i) Facilitating discussions with stakeholders to understand their business challenges, sharpening the business use cases, and translating them into data science projects.
(ii) Performing data cleaning, pre-processing, feature engineering, and building data science models to address the use cases.
(iii) Writing scripts for data preparation and analysis, using modern analysis tools and programming methodologies.
(iv) Communicating data insights in a clear and compelling narrative, supported with impactful visuals, to influence key decision makers and solicit their feedback.
(v) Translating results from analysis work into actionable recommendations for stakeholders.


What we are looking for

  • Be able to translate knowledge gathered from data into workable strategies and practical action plans.
  • Be adept at leveraging on data analytics to curate ideas and drive solutions through use of programming languages such as Python and R, as well as be able to share insights from data using data visualisation tools (e.g. Tableau).
  • Be resourceful and able to identify relevant resources required for implementation of action plans.
  • Have an inquisitive mind and be able to prioritise refinements needed to improve data science models, in close iteration with stakeholders.
  • Possess strong communication and interpersonal skills to collaborate as a teamplayer with crossfunctional, multidisciplinary teams.
  • Be independent, highly motivated, organised, meticulous, proactive, resourceful, tenacious and a selfstarter.


Having knowledge in dashboard creation, model deployment and testing, as well as a basic understanding of UI/UX design principles, will be an advantage.
