Description

To support PA's objectives to promote social cohesion and community bonding by ensuring that the physical infrastructure and facilities of Community Centres/Clubs and other PA buildings are well maintained and kept in a state of good, safe and serviceable repair.


  • Takes charge of the Contracts Management Section and assist to administer and control the pre
- and post-contracts management of planning and implementation of cyclical maintenance programme, minor improvement projects, maintenance contracts, other development projects for CCs, RCs and other PA buildings, and other estates management contracts of all PA properties.

  • Assists the supervisor to implement, monitor and manage the procurement for goods, and services including construction services to ensure compliance of Governmental procurement & financial procedures.
  • Prepares, checks and reviews quotation / tender documents to ensure that the documents comply with the Public Sector Standards Conditions of Contract, Government Instruction Manuals (IMs) for goods, services and construction services and to meet the operational needs of the PA.
  • Calls, evaluates and awards quotations and tenders.
  • Attends site meetings with Facilities Managers to ensure contractual requirements are adhered to by managing agents, consultants, contractors, etc.
  • Monitors and manages contracts/projects within approved cost/budget.
  • Monitors and maintains cashflow projection of the contract/project.
  • Checks and processes consultant/contractors' claims to ensure accurate and timely disbursement of payments.
  • Creates contract/project accounts, upload budget and manages virement requests and budgetrelated requirements in PA's financial system.
  • Tracks and processes variation orders to the contract, in accordance with the Government IMs and contract provisions.
  • Assists in postcontract management and jointly monitors with Facilities Managers the submissions of "asbuilt" drawings, warranties, Operations and Maintenance manual, etc. required under the contracts.
  • Oversees finalisation of project accounts and seeks approval for closure of project accounts.
  • Seeks funding approval for increase in project costs, where required.
  • Prepares submission of Development Project In-Progress (DPIP) for closure of FY and capitalisation of fixed assets on project completion.
  • Ensures compliance with Government procurement and financial procedures and PA's policies/procedures, including BCA's Quality-FeeMethod and Price-Quality Method where applicable.
  • Develops and maintains an updated and accurate document and records management system for the Division.
  • Assists to liaise with internal/external auditors on audit matters.
  • Performs other duties as and when assigned by senior officers.
Professional Qualification in Architectural, Building, Construction Management, Project Management, Quantity Surveying or other Building related disciplines.


Preferably more than 3 years of relevant experience in contract administration and management of building projects or have relevant experience working in government agencies/ consultant firms.


  • Proficient in Microsoft Word and Excel and able to read and understand building and M&E drawings/plans.
  • Knowledge in GeBIZ / Workday system is an advantage.
  • Knowledge in contracts management/ administration.
  • Experience in construction procurement and familiarity with BCA's procurement frameworks (PQM, QFM, etc).
  • Must have good organisational, conceptualisation, communication and interpersonal skills.
  • Able to work independently with good time management.
  • Effective team player, able to multitask and prioritize daily workload.
  • Good working attitude.
