What the role is

  • The Policy Planning and Research Division overseas 4 strategic areas (1) statistics, (2) international engagement, (3) corporate development and planning, and (4) policy and legislation.
The current vacancy is for the Drugs Review Cluster which looks into policy and legislative matters. The Cluster's work involves the development, enforcement and narration of CNB's policies and legislations. We collaborate closely with various stakeholders within and external to CNB in the course of our work.

We also keep a close watch on developments in the horizon, eg international trends on illicit drugs activities, which may have implications for Singapore.


What you will be working on

  • Main Responsibilities
(a) Policy and Legislation
 Monitor developments in the domestic and international drug scene which may have a material impact on our drug situation, our zero tolerance policies and stance, CNB's responsiveness and enforcement options.
 Review and assess CNB's drug policies, the Misuse of Drugs Act, the Intoxicating Substances Act and their subsidiary regulations against these emerging trends and developments, identify gaps and make recommendations where necessary.
 Evaluate proposed amendments to other legislations and policies against their possible impact to CNB's work. 
Work with different CNB stakeholders to understand their needs and ensure these are reflected and addressed in the proposal. 
Develop new policy frameworks where necessary to address new challenges.
(b) Regulatory
 Assess requests by institutions and individuals for access to controlled drugs for licit scientific research, medical or commercial purposes. 
Collaborate with relevant agencies in the assessment.
(c) Others (non-exhaustive)
 Articulate Singapore's position on drug matters and policies in our narratives and responses for domestic and international audience.
 Conduct literature research into relevant drug matters; eg forensic developments, trends, foreign drug legislations and policies.
 Handle secretariat duties for internal and external meetings.
 Prepare and deliver presentations to internal and external audience.
