Duties:


  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Perform a full range of recruitment and placement activities in support of management's goal to identify, attract, and retain a high quality and diverse workforce that is capable of accomplishing the agency's mission.
  • Provide advice and support to managers, supervisors, and other staff members on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations.
  • Performs internal and external placement duties including conducting job analysis; drafting and preparing job opportunity announcements; evaluating, rating and ranking applicants and adjudicating veteran's preference.
  • Advise management on a wide range of staffing matters including recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
  • Conduct regular training with customers on a wide range of staffing matters including principles of staffing, recruitment, and placement.

This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need.

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties:

  • Establishing effective working relationships and communicating with others orally and in writing.
  • Reviewing finished forms for completeness and accuracy.
  • Providing information on systems, processes, and procedures to customers.
  • Managing multiple responsibilities independently

OR:


  • You may substitute a Master's degree or two full years of progressively higherlevel graduate education leading to such a degree in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties:

  • Researching and interpreting a variety of personnel regulations to resolve staffing issues.
  • Providing technical advice and assistance to management on difficult or unusual staffing issues.
  • Processing personnel actions using an automated payroll/personnel system and resolving personnel issues.
  • You may substitute a doctoral degree or three full years of progressively higherlevel graduate education leading to such a degree in a qualifying field for experience at the GS11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties:

  • Advising management on a wide range of recruitment and placement principles and practices.
  • Providing technical advice and assistance to management on difficult or unusual staffing issues.
