    Summary

    As Supervisory Contract Compliance Analyst, you will manage, direct, and coordinate the Division's activities, functions, and operations.

    Location of position: Federal Acquisition Service (FAS), Information Technology Category (ITC), Supply Chain Risk Management Service Center, Compliance Division.

    The Compliance Division is responsible for a variety of technical, administrative and analytical functions.

    We are currently filling one vacancy, but additional vacancies may be filled as needed.

    Duties

  • Plans, develops, manages, directs, and coordinates contract compliance activities for GSA information technology contracts which are long-term government-wide contractual vehicles with commercial firms providing government customers with direct delivery of state-of-the-art, high quality commercial IT products and services.
  • Monitors quality assurance programs and complex analytical and supplier compliance assessments and inspection procedures in manufacturing plants throughout the country.
  • Undertakes and directs special studies as needed and prepares special reports or position papers involving a plethora of highly complex and intricate contract compliance issues. Maintains compliance data and history, along with other indicators of Division execution and effectiveness, and compiles data for statistical management reports. Prepares and gives briefings on contract compliance matters.
  • Reviews and resolves the most complex, sensitive, and controversial quality and supplier operational issues facing the Division, such as those involving highly specialized or unique commodities, critical contractors, or other service providers, high profile and/or extremely hostile quality conflict and recommends policy adjustments for persistent or critical quality programs.
  • Counsels and advises subordinate supervisors on strategies and action plans to address problems and ensure continued activity toward meeting and/or exceeding set goals. Makes decisions regarding technical or policy matters regarding planned and current projects within the Division. When appropriate to overcome obstacles or to focus needed management attention, refers policy or political issues to higher levels with proposed strategy.
  • Evaluates the effectiveness of existing contract compliance strategies and implements policies and procedures to provide the maximum support to ITC business initiatives.
  • Performs the full range of supervisory and managerial duties for assigned staff, which includes but is not limited to the following: Plans work to be accomplished by subordinates, sets and adjusts short and long-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor/manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed; and develops performance standards.
