    Roles & Responsibilities

    [What the role is]

    Transformation Department (TD) leads the efforts to implement initiatives to support NEA's Mission and Transformation Journey so as to align to Public Service Transformation initiatives:

    • Review and restructure organisation functions for fit for purpose.
    • Re-engineering of business processes for greater ops effectiveness, process efficiency, systems requirements and service delivery.
    • Conceptualise and implement new operating models for greater operational efficiency.
    • Drive the adoption of intelligent process automation solutions, low-code applications, AIML, as a means to eliminate non-value added work in manual processes to create operation capacity.
    • Build and proliferate process excellence capability and culture through Process Excellence Program (PeX).

    [What you will be working on]

    You will be required to coordinate and drive the key NEA transformation workstreams to transform NEA to meet the challenges and opportunities of the changing strategic environment. This would be achieved by tracking various transformation workstreams, working closely with cross-department teams, and facilitating reviews to ensure the timely progress of the workstreams. You will be responsible for the following:

    • Work with departments to execute low-code development and automation initiatives by analysing and designing process workflows; building, testing and implementing low-code solutions and ensuring compliance to the governance framework.
    • Assist departments in the construction of Business Cases and opportunity identification efforts to support the further adoption of low-code solutions throughout the organisation;
    • Share experience and knowledge to assist in the development of recommendations and solutions that are in-line with industry best practices;
    • Follow through with the enhancements to existing processes, systems, and organisation structures, or the development of new ones. This would include implementing change management strategies and plans that maximize employee adoption of new ways of working;
    • Understand the key processes through close engagement with various departments, and work closely with the operations departments towards a new way of working for better situational awareness and faster response supported by technology and infrastructure;
    • Streamline the processes with the adoption of techniques, such as business process re-engineering and operations analysis/research, to improve operations deployment in the field and decision making at the operations level;
    • Develop and implement outreach programmes to keep NEA staff informed of transformation efforts and feedback channels while encouraging & soliciting ideas from NEA officers.

    You will also be required to review key operational processes in NEA on an on-going basis to:

    • Ensure that they remain relevant and robust, as operations and related policies evolve over time;
    • Identify opportunities to reduce errors and risks associated with human intervention and increase productivity;
    • Enhance service delivery to stakeholders; and
    • Ensure resources are optimally deployed.

    [What we are looking for]

    The job might be for you if you possess the following qualities:

    • At least 3-5 years of relevant working experience
    • Knowledge of and experience with low code applications (e.g. ServiceNow)
    • Proficient in JavaScript, Angular JS, and relevant scripting languages
    • Solid understanding of web technologies such as HTML, CSS, and RESTful APIs
    • Strong writing and analytical skills
    • Highly self-motivated individual who is mature, independent and resourceful
    • Good interpersonal communication skills
    • Able to work under pressure and a good team player
    • Knowledge of and experience in business process re-engineering (including tools like Lean Six Sigma), operations analysis / operations research (OA/OR), and/or systems and design thinking will be an advantage
    • You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time
