    You will be a part of HPB's Health Screening Management Division which advocates regular health screening with follow-up which is crucial for early detection and management of health conditions in Singapore. In addition to running the national Screen for Life Programme which encourages regular screening (for chronic diseases and certain cancers viz. breast, cervical and colorectal), HPB engages with stakeholders in reaching out to the general public, workplaces and in the community setting to create awareness of and conduct health screening and follow-up. HSM promotes sustainable uptake of health promotion programmes that are crucial to HPB's strategic goals.

    The Director, Health Screening Management will be responsible for developing short- to mid- and long-term strategies for National Health Screening across the settings. The Incumbent will also be responsible for developing multi-agency screening and follow-up ecosystems to support the strategy, exploration and piloting cutting-edge screening modalities based on the principle of precision public health. Incumbent will establish robust and stringent quality assurance and quality improvement frameworks to support the screening and follow-up programmes.

    Scope

    As a leader of, Division, you will lead the team in the following scope of work.

    You will be responsible for developing the national screening strategy and leading a cross-agency team to develop a revamped strategy that will serve both individuals and stakeholders. You will also be responsible for leading the Nationally recommended health Screening programme under the Screen For Life (SFL), which will involve engagement with multiple agencies and stakeholders.

    You will ensure compatibility and oversee the development of appropriate tech solutions. You will also persuade external stakeholders to explore new possibilities and innovative approaches to increase screening and follow-up.

    You will have direct oversight of program implementation, especially in clinical settings. You will direct daily operational and quality assurance issues that need to be managed in a timely manner.

    You will have deep consumer insights and understand what motivates screening and follow-up behaviour. You will incentivize screening while being mindful that habit formation takes time and incentives need to be sustainable.

    You will be a strategic thinker, with strong on-ground knowledge and able to manage multiple stakeholders with diverse demands. You will ask tough questions to push boundaries and chart a new way forward for health screening and follow-up.

    You will put forth the current and future landscape of screening and weigh in on key considerations to develop evidence-informed and feasible policies on nationally recommended health screening programmes and follow-up with MOH. You will make assessments of and decisions on fund allocation to ensure targets are met and stakeholders are engaged.

    You will guide team members to understand the key concerns and address underlying problems that members of the public surface when they voice out concerns about our national health screening service providers. You will establish a common framework and operating model with the polyclinic clusters for Colorectal Cancer () & Cardiovascular Risk Screening (CRS), additional to the GPs, reading & assessment capacity challenges at Public Healthcare Institutions exploring both public and private solutions, engagement of MOH Divisions and the Regional Health Systems (RHS), monitoring and tracking of capacity and wait times, and develop an interim and longer-term solutioning together with MOH.

    What an ideal candidate looks like

    An ideal candidate will be a dynamic and self-motivated individual with at least 3-5 years of leadership experience in strategic planning of health-related programmes. The candidate should also possess:

    At least 10 years of experience in healthcare, public health, or related field. Candidates with medical background will have an added advantage.

    Strong leadership and management skills

    Ability to manage multiple stakeholders with diverse demands

    Strategic thinker with strong on-ground knowledge

    Experience in developing and implementing health screening and management programmes

    Experience in developing and managing partnerships with stakeholders

    Familiarity with IT systems and tech solutions for healthcare

    Deep consumer insights and understanding of screening and follow-up behaviour.
