Context of the Job:

Responsible for the group's cash and liquidity management, execution of Treasury Products (e.g. FX/MM), Collateral and Exchange Margin Management, Balance Sheet Management and Network Management of nostro banks.


The individual who possesses a mixed of market facing, cash management, balance sheet and liquidity risk management experience will be the most ideal.

Knowledge on the governance, policy framework, regulatory requirements and liquidity stress testing aspects are very important as well.


You will work closely with the Finance, Risk and Operations departments, and external parties like banking counterparties, exchanges and central banks.

In addition to the local responsibilities, the job will also incorporate the regional responsibilities throughout the APAC region.

**Key Duties and Responsibilities:
Pre Hong Kong Branch set up
Taking the lead in the Hong Kong branch setup framework from Treasury perspective, including but not limited to:

  • Governance & Liquidity framework (ALCO meeting contents, contingency funding plan, early warning indicators, policies, mandates, funding agreements with related parties and street side parties);
  • Management reporting; liquidity ratio (LMR) monitoring process; cash management & funding market facing process.

Post Hong Kong Branch set up
The role will transform into a more regional scope after the branch has been established, with Hong Kong branch focus remains:

Market Facing, Cash and Liquidity Management & other responsibilities

  • Manage funding market facing activities (FX swap, MM, Repo) while maintaining regional efficiencies and avoid the development of 'silo's';
  • Accurate forecasting and timely management of cash flows between APAC and: Head office, subsidiaries, exchanges, brokers in various countries and banking counterparties, while keeping the P&L aspect in mind;
  • Management of sufficient intraday and overnight liquidity buffers to guarantee the company's time critical payments to e.g. exchanges etc.;
  • Identification and implementation of changes in order to improve Treasury processes to achieve higher accuracy, efficiency, quality and profitability;
  • Assist with interest P&L analysis.

APAC Liquidity (Risk) Management

  • Maintain and update the liquidity framework on a regular basis; on global, regional and local level. The framework includes (but is not limited to) policies, procedures, CFP and EWI's;
  • Assist in scheduled and adhoc liquidity stress tests on regional and local level;
  • Assist in projects which require expertise around liquidity risk.

Balance Sheet Management

  • Analysis and optimisation regarding the bank's balance sheet size and composition;
  • Computation, analysis and optimisation of key liquidity ratios and inventory of liquid assets;
  • Performing analysis substantiated with latest industry updates and proactive bank engagements;
  • Preparation of the monthly local and regional Asset and Liability Committee (ALCO) report and daily balance sheet management report;
  • Assist in projects which require expertise around Balance sheet management.

Requirements (Qualification / Key Technical Skill / Knowledge):

  • Bachelor degree in Accounting, Economics, Finance or equivalent. Post graduate degrees are encouraged;
  • Understand the regulatory requirements;
  • Professional qualifications such as CFA, CPA are welcome;
  • 10 years of relevant experience in financial industry, including a minimum of 5 years in Treasury related activities;
  • In depth knowledge of balance sheet composition and liq
