About the Department

The Technology and Operations function is comprised of five teams of specialists with distinct capabilities: business partnership, technology, operations, risk governance and planning support and services. We work closely together to harness the power of technology to support our physical and digital banking services and operations. This includes developing, centralising and standardising technology systems as well as banking operations in Singapore and overseas branches.

Job Responsibilities

The System Development Methodology (SDM) lead is responsible for the ongoing maintenance and governance of SDM framework and related process and resources. The role is also responsible to facilitate ongoing reviews of SDLC processes to enhance effectiveness and control at the same time focus on avenues to simplify & automate SDM processes to deliver quality outcomes.

This role will involve:

Ownership of the SDM process for Group Technology & Operations (GTO) and serve as the SDM Champion across GTO responsible for bringing together SDM Releases comprising of updates to existing / new SDM processes

Work across GTO teams and actively engage large user groups via roadshows, SDM clinics and other communications focused on instilling best practices, SDM adoption and constant feedback loop to drive efficiencies and improvements.

In depth knowledge of and keeping pace with developments in Industry and regulatory standards in Project Management, SDLC (Waterfall & Agile Process) and regulatory requirements in Banking and Finance

Leading SDM improvement activities & initiatives internally and with vendors.

Integration of best practices and automations throughout the SDM and project lifecycle.

Ownership of SDM Framework

Ensure the SDM process is documented clearly and comprehensively

Work closely with Risk & Compliance teams to ensure the SDM Process covers all MAS and other regulatory/audit requirements

Maintain collaborative working relationships with stakeholders (such as management, practitioners, quality assurance and SMEs), to gather inputs, plan evaluations and establish new practices.

Develop plans to implement needed improvements, coordinate planned implementations, and then track measure and report the effectiveness of the improvement efforts

Provide on-going training and coaching on SDM process, especially when changes and improvement efforts will impact stakeholders.

Lead working group across UOB GTO organization, consisting of members from relevant departments with a stake in SDM process, project lifecycle and supporting SDM process and tools, maintain a regular forum for discussion, feedback and idea generation.

Perform assessments of SDM adoption across GTO, work with relevant parties to drive adoption rate, awareness and training in this space.

Ensure seamless integration of various processes across Risk, Information Security, Application Security, Architecture, Delivery, Procurement and Project Management into SDM

Be the conduit between functional and technical experts in all areas of end to end IT Project Delivery

Leadership & Stakeholder Management

Negotiate with and influence across all levels of organisation including Executive Directors and Managing Directors

Manage ambiguity and navigate the politics of change across the organisation

Resolve conflicts, drive solutions and effective collaboration across different teams, roles and levels

Influence without authority across all levels of the organisation e. Think strategically and execute tactically

Drive innovation in methodology and tools g. Identify resource capabilities and perform capacity planning

Provide leadership to the SDM team

Provide leadership to the SDM Working Group which comprises of members from all levels of the organisation across teams

Job Requirements

Master's degree, or MBA in Information technology, Project Management, Process or Organisation development

15+ years of overall work experience with 5+ years of work experience in Technology-Process Ownership, Governance and/or Assurance in Banking / FSI

Excellent written and verbal communication skills; ability to communicate with very senior stakeholders regularly and effectively

PMP or equivalent certification highly desirable

In Depth knowledge of SDLC methodologies including Waterfall, Agile and Hybrids models

Experience with and knowledge of wide array of tools across the Project Delivery lifecycle (Jira, Confluence, PPM)

Able to work with minimal supervision in a highly ambiguous environment

Proven work experience in Change Management and Implementation

Proven work experience in driving process improvement

Experience owning program strategy, end to end delivery, and communicating results to senior leadership

Ability to multi-task and perform well under pressure

Extremely detail oriented and willing to roll up their sleeves and execute
