Job Purpose:


The Operations Manager oversees the efficient operations of APSN Centre for Adults, ensuring effective resource management, financial sustainability, and business contingency planning.

You are responsible for coordinating with contractors for estate maintenance and improvement, ensuring cleanliness and safety standards, maintaining discipline of trainees, and managing the security of the premises and trainees.

The Operations Manager provides logístical support for events and internal inventory management, offers expert advice to senior management, and leads the operations and admin team to ensure a safe and secure environment for all stakeholders, vendors, customers, staff, trainees and visitors.


Responsibilities:

Estate/Facility Management (including safety and security)

  • Oversee the estate management of APSN CFA facilities and managing contractors (government & regulatory authorities and general) on estate maintenance, improvement work and overall hygiene and cleanliness of the various facilities.
  • Review and enhance safety and security measures to ensure that centre premises remain safe and secure for all our stakeholders.
  • Conduct regular checks on premises to ensure its safety and guard against vandalism, damages and potential hazardous episodes.
  • Implement and evaluate emergency exercises and tests for fire safety, haze, and other relevant scenarios.
  • Perform Duty as Environmental Control Coordinator (ECC) for APSN CFA
Leadership

  • Provide effective leadership to the admin and operations team, optimizing their skills and performance set by Centre Director, Committee and MSF/SGE.
  • Responsible for the development of the admin & operations team by optimizing the skills of the members
  • Responsible and accountable for the operational performance of the trainees areas in the centre and for exceeding targets of all required metrics
  • Ability to demonstrate achievement of results (e.g. business improvements and cost savings where applicable)
  • Collaborate with instructors, allied professionals, job coaches, and alumni services to ensure the smooth management of trainee affairs.
Crisis and Business Contingency Management

  • Identify operational risks (existing and emerging) that may impact people, products, services, reputation and brandname of APSN CFA.
  • Develop and implement plans and controls to mitigate risks and enable prompt recovery of business operations.
  • Conduct regular training and checks to ensure staff readiness in handling emergency situations.
Compliance to Standard Operating Procedures (SOP), Work Instructions (WIs), License requirements (HACCP, SFA, MUIS etc)

  • Ensure compliance with standard operating procedures (SOP) and work instructions (WI), as well as relevant licenses and regulations.
  • Review and refine existing systems and procedures to optimize operational efficiency and effectiveness.
  • Conduct training sessions and checks to ensure staff awareness and adherence to SOP and WI.
Organisation Development

  • Drive the formulation and development of short, mid, and longterm goals for the association's organizational development journey.
  • Collaborate with stakeholders and regulatory agencies to meet requirements for certifications, funding, and operational standards.
Projects Management and Logistical support

  • Support Centre Director to establish programs and secure sustainable work opportunities for trainees.
  • Provide logístical support for centre activities, excursions, and events, ensuring their smooth execution.
  • Develop and maintain robust systems for managing internal inventory and resources.
Discipline and Performance Management

  • Assist the Centre Director in planning, implementing, and enforcing discipline policies within the centre.
  • Maintain accurate disciplinary records and analyze data to identify trends and areas for improvement.
Administrative Responsibilities

  • Ensure adequate inventory levels and proper management of department resources.
  • Ensure timely and accurate submission of reports to stakeholders.
  • Manage vehicle logs and other administrative tasks as required.

Job Requirements

  • Minimum Polytechnic diploma/Degree or equivalent
  • Minimum 56 years of relevant working experience with at least 23 years in supervisory position.
  • Preferably with working experience in facilities management. Some knowledge in ESG and F&B related.
