    Executive/ Senior Executive, Process Implementation

    Collaborate with IT vendors to define and articulate detailed requirements for system enhancements.
    Spearhead process logic design and business flow improvements to optimize the efficiency of healthcare scheme evaluations.

    User Acceptance Testing (UAT) and Production ReleaseActively participate in UAT processes, ensuring that system changes align seamlessly with business requirements.

    Perform verification on the system post-production release and coordinate with IT teams to facilitate smooth production releases, minimizing downtime and ensuring the integrity of healthcare schemes.

    Post-Implementation SupportProvide post-implementation support to end-users and troubleshoot system-related issues promptly.
    Participate in regular production issues review to identify areas for improvement and implement corrective actions.

    Means-Test ProcessingPerform means-testing for various healthcare schemes, including MediShield Life (MSHL), Additional Premium Support (APS), Interim Disability Assistance Programme for the Elderly (IDAPE), Community Health Assist Scheme (CHAS), and Household means-testing (HHMT).Independently apply means-testing guidelines to evaluate diverse application scenarios, ensuring strict adherence to SOPs and timelines.

    Collaborate with members of the public and healthcare service providers to clarify and ascertain the completeness of their applications, and advise on necessary actions/documents required for application approval.

    Resolve problems and issues that arise during the means-testing process, providing expert guidance.

    Advise members of the public and healthcare service providers on necessary actions and documents required for the evaluation and approval of applications, ensuring alignment with scheme criteria and guidelines.

    When necessary, establish a compelling case for approval at higher levels, justifying decisions within the framework of policies and guidelines.

    Collaboration and CommunicationWork closely with cross-functional teams, including members of the public, healthcare service providers, and internal stakeholders.
    Effectively communicate means-testing outcomes and system changes within the framework of policy guidelines.
    Ad-Hoc AssignmentsManage secretariat duties for divisional and external meetings, ensuring efficient communication and documentation of key decisions.
    Handle ad-hoc assignments and other responsibilities as needed.


    Key attributes and competencies:
    Excellent written and verbal communication skills to convey technical information to both technical and non-technical stakeholders.
    Strong problem-solving skills to address issues related to means-testing, system enhancements, and user support.
    Attention to detail is crucial for means-testing and system enhancement, where accuracy is paramount.

    Proficient in more than one language/dialect (to coordinate with other language/dialect speaking members of public and/or healthcare service providers to clarify and ascertain their applications are in order, resolve problems/issues that arises, including advising members of public and/or healthcare service providers.)Ability to work independently while handling multiple tasks.

    Flexibility to handle ad-hoc assignments, changing priorities, and evolving project requirements.
    Highly motivated and detail-orientated individual who is passionate about optimizing overall efficiency and implementing solutions.
    Candidates with relevant working experience, familiar with healthcare schemes, means-testing processes and related policies will be an added advantage.

    Experience:
    Degree holder in any field. Candidates with relevant working experience in managing grant applications and related areas, e.g. approval of loans applications, approval of student admission applications will be an added advantage.
