- Develop and execute sourcing strategies for project-related materials, systems, and services to support long-term business goals.
- Conduct supplier market analysis and identify competitive opportunities for innovation, cost savings, and risk mitigation.
- Lead negotiations for pricing, contracts, and long-term agreements to secure favorable commercial terms.
- Manage RFI/RFQ/RFP processes for project-specific procurement scopes.
- Collaborate closely with project managers, sales, engineering, finance, and operations to understand project schedules, technical requirements, and cost targets.
- Ensure that procurement activities are aligned with project milestones and internal customer needs.
- Integrate procurement planning into overall project timelines and contribute to project risk assessments.
- Support the early involvement of strategic suppliers during project conception and design to optimize cost and manufacturability.
- Develop and manage a high-performing supplier network capable of supporting project-driven business operations.
- Evaluate and qualify suppliers based on capability, performance, compliance, and capacity with support of our supplier audit team.
- Oversee supplier performance metrics, driving continuous improvement, quality, and delivery reliability.
- Address supply issues proactively, implement corrective actions, and maintain long-term supplier relationships.
- Analyze cost structures and benchmark against industry standards to drive total cost-of-ownership improvements.
- Identify cost-reduction opportunities and implement savings initiatives across the project lifecycle.
- Prepare business cases and purchasing reports to support decision-making at senior management levels.
- Manage contractual, commercial, and supply chain risks associated with complex project procurement activities.
- Ensure compliance with internal policies, quality standards, and relevant legal regulations.
- Monitor global market trends, supply chain disruptions, and technological innovations that could impact sourcing strategies.
- Degree in Supply Chain Management, Business Administration, Engineering, or related discipline.
- Several years of experience in procurement, preferably within a project-oriented and technical environment.
- Proven experience in sourcing diesel system enclosure packagers and key components such as radiator, switchgear & control panel across Asia Pacific, with a strong focus on Southeast Asia.
- Demonstrated experience in driving supplier search & development, relationship building, technical requirement management, commercial negotiations, capacity planning & securing supplier commitments.
- Good understanding of value analysis, cost engineering and strategic sourcing methodologies.
- Excellent analytical abilities combined with a structured, solution-oriented approach to problem solving.
- Strong communication skills with the ability to collaborate effectively in cross-functional and international environments.
- Proficiency in ERP systems (SAP) and Microsoft Office applications.
- Willingness and ability to travel internationally, primarily within Asia Pacific.

Position Summary
A new and exciting opportunity has arisen for an experienced Strategic Buyer to join our Rolls-Royce Power Systems team in Singapore (Tukang).
The Strategic Buyer is responsible for leading strategic sourcing activities within the Power Generation project systems business, ensuring cost-effective procurement of materials, components and services that support complex, cross-functional projects. This role combines strategic purchasing expertise with strong project-management collaboration, ensuring supply chain readiness from project initiation through delivery.
This is a key role in supporting our business growth agenda and will contribute directly to improving supplier competitiveness, securing supply capacity, and enabling operational excellence in Power Systems.
