What the role is

  • The MHA HR Services Centre (HRSC) was set up in Ministry HQ in early 2020 to provide quality HR shared services for the workforce of the Ministry of Home Affairs. HRSC aims to innovate to deliver HR services professionally, and with a heart, in partnership with Home Team Agencies, Public Service Division, and other stakeholders.
There are six branches in HRSC that provide HR services directly or indirectly to MHA officers.

This post is under the Business Excellence and Service Branch, which oversees HRSC's performance and governance, service experience, and HR systems in MHA.


JOB PURPOSE

The Assistant Director (HR Systems) will be joining a team that drives initiatives to leverage HR technologies for higher HR efficiency and/or improve employee experience.

As a member of the HR Systems team, you will take on project management as well as systems management and consultancy, and work with Home Team Departments, IT developers, and other agencies to oversee the development and management of HR systems for MHA HR.


What you will be working on

  • KEY RESPONSIBILITIES
  • You will partner internal business users and external stakeholders to understand their use of data and requirements, translate into business requirements, and work with HR systems owners/ vendors to translate HR policies and processes into functional requirements in the system. This includes coordination of user acceptance testing and documentation of manuals and standard operating procedures.
  • You will work with stakeholders and IT consultants on a change management plan for a smooth system transition which may include the conduct of briefings/ clinic sessions for end users.
  • You will oversee the development of a strategic plan for HR systems and technologies, including identifying opportunities for the development of innovation and productivity tools to streamline HR processes and improve functionality, HR user experience, employee experience, and data quality in systems.

What we are looking for

  • EXPERIENCES & COMPETENCIES
  • Experience
a. At least 4 years of working experience in project management for IT systems.
b. At least 4 years in managing HR operational systems.
c. Prior experience in conducting workshops or training will be an advantage.

  • Knowledge and Skills
a. SAP ERP systems and software.
b. Knowledge in business process re-engineering or process review, preferably HR-related.
c. Intermediate skills in Microsoft Excel (e.g. create pivot tables, excel dashboards)
d. Strong facilitation and communication skills to pitch ideas and gain stakeholder buy-in on proposed solutions.
e. Strong stakeholder management skills.
