- Reporting to Head of HSSE to manage and co-ordinate Process Safety Related matters under Utilities Asset Management, which include the following:
- Develop PSM Plan & implementation to meet Locally, Company & International Standards
- Review or conduct assessment for new installation of machinery / equipment to find out for safety requirement.
- Recommend process and product safety features that will reduce employees' exposure to work hazards.
- To ensuring documentation and program implementation of Mechanical Integrity, Emergency Action Plans, Process Hazard Analysis, Operating Procedures, Process Safety Information, Operator and Maintenance Training, Safety Procedures, and Contractors is maintained to assure compliance with the PSM Program Standards for each facility
- Conduct regular Inspection & Audit that Process Safety Information, Technical Standards, MOC, RCA,
- Demonstrates knowledge of regulatory requirements related to EH&S compliance with local and company standards.
- Maintain training and competency level required to manage and maintain equipment and perform testing per the appropriate standards and procedures.
- To develop standards, policies, work practices regarding process safety management (PSM) program.
- Provide direct support to Plant / Sites on operational issues and environmental systems and best practices for implementation.
- Develop policies and procedures that affect how plant operation and meet regulatory requirements and best practices.
- Conduct site audits, assessing regulatory program areas, management systems, safety procedures, hazard communication, environmental management, transportation, precursor chemicals and specific local regulatory issues.
- Assists in coordination of PHA activities and PHA reports
- Sustainable Process Safety Management standard for entities that are located at different parts of Utilities Asset Management)
- Coordinate with different stakeholder (liaise with individual plant's O&M team)
- Propose & implement industrial Process Safety Management practices & control measures
- Implement revised Process Safety Management control measures
- Bachelor's and University Degree in Engineering, Chemical Engineering, Mechanical Engineering. Degree level (or higher) in Chemical Engineering, Chemistry or other related discipline2)
- At least 5 years relevant experience
- Familiarity with Process Hazard Analysis (PHA), HAZOP, QRA, Bow-Tie and FMEA Studies
- 5 to10 years of experience working at a Oil & Gas, Process Plant, Power & Utilities Plant, industrial site, manufacturing in an environmental / safety / process safety capacity.
- Plus point for Reg; WSHO Singapore MOM.
- Computer proficiency in Excel, Word, PowerPoint
- Possess Class 3 Driving License in Singapore
