What you will be working on

  • The core functions of the CARE Network (CN) Secretariat include identifying gaps in the aftercare sector, coordinating the efforts of CN agencies and developing long term goals for CN to support national priorities in reducing recidivism and intergenerational offending.

The incumbent works in partnership with Singapore Prisons Service to plan and organise annual events and platforms to communicate the strategic direction of CN, as well as development of the aftercare sector.

Strategic Planning

  • Assist in the strategic planning and development of aftercare sector.
  • Conduct aftercare trend and impact analysis, in conjunction with changes in Prison policies/directions, demographic and socioeconomic developments.
  • Identify service gaps in the aftercare sector and work with partners to fill those gaps.
  • Work with partners to develop new aftercare programmes and services & review existing programmes and services.
Capacity & Capability Building

  • Enhance capabilities of aftercare agencies.
  • Identify and recommend funding to support key aftercare programmes and the development of new, innovative initiatives.
Secretariat Functions

  • Plan, implementation and monitor progress of CN Strategic Thrusts and focal areas.
  • Organise CN Summit with Singapore Prison Service.
  • Organise activities, meetings and events under CARE Network (i.e. Steering Committee, Co-Chairs, Workgroup, Action Team, etc).
  • Coordinate and drive information sharing initiatives and practices.
Other Duties

  • To carry out any other duties assigned by Director (Aftercare), Deputy Director (Aftercare) and Senior Assistant Director (Aftercare)

What we are looking for

  • Degree, preferably in Social Sciences or Public administration or any other relevant degree
  • Good understanding of the social service sector
  • Prior experience in dealing with inmates/voluntary welfare or community organisations will be advantageous
  • Strategic thinking skills
  • Good sociopolitical awareness and sensitivity
  • Excellent interpersonal and communication skills
  • Ability to work well under pressure and with mínimal supervision
  • Possess drive and lead change when needed to meet deliverables
  • Independent in handling routine situations and good problem solving ability
  • Excellent presentation skills
  • Knowledge of MS Word, Excel, Access and PowerPoint
  • Having an openmind and positive outlook in uncovering opportunities and handling challenges
