Description
The Director of Human Resources is a senior-level management position at our client's organisation responsible for:

  • Overseeing and leading all aspects of the human resources functions within the our client's organisation.
  • Being accountable for the governance and internal controls of HR processes, systems and policies.
  • Developing and implementing HR strategies, policies and programmes that align with the our client's vision, mission, values, goals and objectives. This includes the aim being an employer of choice, learning organization and a service provider of choice.
  • Fostering a positive work environment and ensuring compliance with all employment laws and regulations.
  • Being a strategic partner to the senior team and providing guidance and support to managers and employees across the organisation
This position reports directly to the CEO as well as taking professional direction from our client's Group HR Director.


Key Responsibilities

Strategic HR Planning:Develop and execute HR strategies, policies, and programmes in alignment with our client's overall goals and objectives. Provide expertise and guidance on workforce planning, talent acquisition, talent management, employee development, employee engagement, succession planning, and organizational development (including the planning of senior staff milestone training programmes with the relevant bodies).

HR Operations:Oversee day-to-day HR operations, including but not limited to recruitment and selection, onboarding and offboarding, performance management, employee relations, compensation and benefits administration, and compliance with employment laws and regulations, including TAFEP requirements and PW Mark stipulations. Ensure that our client's new services, growth activities and expansion programmes are adequately and appropriately staffed.

Talent Acquisition and Management: Lead the development and implementation of effective talent acquisition strategies to attract and retain high-quality employees. Work closely with hiring managers/executives to ensure recruitment processes are efficient, fair, and effective. Collaborate closely with various Government agencies and bodies. Develop and implement talent management programmes, including performance management, employee development, and succession planning. Lead in workforce planning to ensure an adequate, competent and productive workforce.

Employee Engagement and Wellbeing:Foster a positive work environment that promotes employee engagement, productivity, and satisfaction. Develop and implement initiatives to enhance employee morale, teamwork, and communication, and to ensure a zero-tolerance environment for staff abuse. Handle employee relations matters, including conflict resolution, disciplinary actions, and grievances, ensuring fair and consistent treatment.

Compensation and Benefits:Oversee the design, development, and administration of compensation and benefits programmes that are competitive, equitable and aligned with industry standards and taking into account peer benchmarks. Conduct regular reviews of compensation structures and benefits packages to ensure they attract and retain top talent while controlling costs. Oversee national salary enhancement exercises that are mandated by the relevant authorities.

HR Policies and Compliance:Develop and maintain HR policies and procedures that comply with applicable employment laws and regulations. Stay updated on changes in employment legislation and proactively advise the executive team and managers on compliance requirements and potential impact on the organization. Ensure proper record-keeping and documentation related to HR activities, so as to ensure the very best of internal controls.

Leadership and Team Management:Provide leadership, guidance and mentorship to the HR team, promoting a culture of collaboration, professionalism and continuous improvement. Set clear goals and expectations, monitor performance and provide regular feedback and recognition. Foster a learning and development culture within the HR department.

HR Quality Improvement, Analytics and Reporting:Utilize Lean Design, Design Thinking and other productivity tools to ensure that HR systems and processes are continually improved upon. Leverage on HR data and analytics to identify trends, patterns, and insights to support data-driven decision-making. Prepare and present HR reports to the executive team, highlighting key metrics, trends and recommendations for improvement.

HR Development and Training:Lead in the development and establishment excellent career and training roadmaps for all staff, including establishment of an internal learning and development unit as well as leading in the Job Redesign efforts of the organisation.


Qualifications:


  • Bachelor's or Master's degree in Human Resources, Business Administration, or a related field (or equivalent experience).
