As the Senior Executive/Executive, Human Resource (HR) of the Communicable Diseases Agency Planning Office (CDA PO) set up by the Ministry of Health (MOH), you will support the Head, Human Resource (HR) in the establishment of the Communicable Diseases Agency (CDA).


The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore's communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response.

The CDA PO's role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.


The Senior Executive/Executive, Human Resource (HR) will be part of the CDA PO's HR team and will assist with the development and management of HR activities for the transition to the Communicable Diseases Agency, as well as supporting NCID HR operations in areas such as hiring, manpower budgeting and planning, talent management, learning and development, employee relations and recognition.


  • Supports the development of HR frameworks for CDA in areas such as pay and benefits, talent management and employer relations and recognition;
  • Be involved in the execution of annual HR activities such as Total Performance Management, Promotion and Learning Needs Analysis exercises for staff progression and development;
  • Coordinates and manages the logistics required for staff engagement and appreciation activities e.g. Senior Leaders walkabout, dialogue sessions and adhoc goodwill distribution etc.;
  • Assists with activities that may not be within the HR scope such as staff health surveillance and being redeployed to other functional areas in the event of an outbreak.


You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA.


Requirements:


  • Past experience and/or ability to work in a matrix reporting organisation would be an advantage;
  • Possesses good communication skills, positive learning attitude and is adaptable and proactive;
