    Roles & Responsibilities

    KidSTART Singapore Ltd. (KSL) is a non-profit organization, incorporated as a Company Limited by Guarantee under the Ministry of Social and Family Development (MSF) in Sep 2020 to support low income families with children 0-6 years old in child development, especially through the KidSTART programme.

    Description of Division

    You will be part of the Regional Team under Service Management Division of KidSTART Singapore Limited (KSL) to oversee the effective implementation of KidSTART programmes in each regional cluster or across the various regional cluster(s), oversee service management and audits of KidSTART Agencies (KSAs), funded healthcare partners and manage relationships of cross-regional partners/stakeholders such as MSF Social Service Offices, Family Service Centres, Preschool Operators, Polyclinics, Hospitals, who are part of the KidSTART eco-system of delivery and ensure alignment with KidSTART Service Model and overall KSL strategy.

    Key Responsibilities

    1.Service Development

    a. Assist and support the Regional Head in the design, planning and delivery of service development initiatives (such as annual workplans and budgets, Service Standards Requirements, operational dashboard & data analysis).

    b. Support the development of engagement strategies with preschool chains and centres, including the development of collaboration protocols and attendance tracking system.

    c. Review and enhance the collaboration framework between KSL and KSAs as the main KSA liaison officer.

    2.Service Management (KSL and Funded Partners)

    a. Assist and support the Regional Head to carry out regular contract management and programme monitoring of KSL teams and KSAs to ensure compliance with Funding Agreement and drive achievement of programme deliverables.

    b. Conduct data verification and onsite assurance in accordance with service standards requirements.

    c. Monitor manpower recruitment and training of KSPs and KSA staff to ensure capacity and capability in service delivery.

    d. Perform main liaison role between KSL, ComLink+ and KSAs to support the KidSTART-ComLink+ integration.

    e. Supervise incident reporting, incident management, and investigation to ensure appropriate resolution.

    f. Provide support to KSAs in times of crisis to ensure continuity of service to KidSTART families.

    3.Service Management (Community Partners)

    a. Ensure regional implementation of ComLink+ - KidSTART integration, in accordance with the policy, principles, and the agreed processes and delineation of roles. This includes:

    i. Conducting regular engagements with regional SSOs to establish progress of CL+ integration at the regional level.

    ii. Consolidate, troubleshoot, and address queries from internal (KidSTART practitioners) and external stakeholders (SSO FCs, FSC, preschools, etc.)

    b. Represent KidSTART at regional/local engagement platforms by Social Service Offices (SSOs), such as ComLink+ Alliance Working Group (CAWG).

    c. Partner KSAs, government, and community agencies in the region to support KidSTART families.

    d. Manage requests, queries, and feedback from community partners in the region.

    Competencies

    • Strong administrative, facilitation & communication skills with a proven track record in programme management and building community partnerships
    • At least 4-5 years working experience in the social service, non-profit or community sectors
    • Familiarity with systems thinking, community development approaches and/or the early childhood landscape will be an advantage
    • Strong planning and problem-solving skills; exercises initiative and displays innovation in coming up with solutions
    • Adaptable and flexible in managing varied stakeholders and partners
    • Able to work well in a fast-paced and dynamic environment
    • Confident, effective and collaborative team-player with strong interpersonal skills
    • Minimally, competent in MS Office Tools
