What the role is

  • The Building and Construction Authority (BCA) champions the development of a future ready built environment for Singapore. Besides regulating building safety, we lead and transform the built environment sector in delivering a safe, high quality, sustainable and friendly built environment. We are looking for resourceful, energetic and selfmotivated individuals who are inspired to play an active role to make a difference to Singapore's built environment.

What you will be working on

  • You will be part of a team that adopts a datadriven approach to chart the direction for a professional and progressive workforce in the Built Environment sector. Specifically, you will be a policy officer in charge of advancing the jobs and skills landscape within the sector and planning the training needs for the workforce.

The team's responsibilities include:

  • Analysing workforce trends with a clear understanding of manpower challenges and the implications.
  • Conducting studies and coordinating with relevant departments to understand workforce needs of the industry in line with industry transformation efforts.
  • Formulating policies and measures to ensure adequate supply of workforce from managerial and professional levels to the tradesmen level.
  • Formulating policies and programmes to raise the quality, competency and professionalism of the workforce in conjunction with the sector's needs.
  • Conducting regular review of existing policies or initiatives to align with evolving needs to align with industry transformation efforts.
  • Communicating policies effectively to secure buyin of internal and external stakeholders.


In the course of your work, you will have the opportunity to work closely with colleagues from other Groups within BCA and peers from various ministries to achieve the above outcomes.


What we are looking for

  • Excellent written/verbal communication skills
  • Ability to interact with and influence both internal and external stakeholders at all levels.
  • Able to work well in a team, with the willingness to take initiative.
  • Highlymotivated, goaloriented, and able to work effectively in a fastpaced environment.
  • Domain knowledge of the Built Environment (e.g. construction value chain, developer/consultancy/facilities management work processes) would be a strong advantage.
