    [What the role is]
    The National Environment Agency (NEA) is the leading public organisation responsible for ensuring a clean and sustainable environment for Singapore.
    You will be joining the Budget and Resource Planning Department within the Finance Division to secure and manage resources needed to achieve NEA's mission and optimise the use of allocated resources.
    As a team leader, you will be in charge of (i) managing NEA's budgetary process (e.g. budget preparation, monitoring and reporting); (ii) providing advice on project funding and related matters; and (iii) overseeing grants administration.

    [What you will be working on]

    Your key responsibilities will include but are not restricted to the following:

  • Manage the end-to-end annual development budget process (including budget planning, review of budget requests, monitoring of budget utilisation, reporting to management etc.)
  • Plan and lead periodic development block budget reviews
  • Evaluate development project funding proposals
  • Centrally coordinate and oversee grants performance and utilisation
  • Partner Departments to secure project funding and budgets
  • Provide guidance and advice on matters related to project funding, budgets and grant administration
  • Review financial policies and drive process improvements
  • Any other duties as required by the line manager or Head of Department that are commensurate with the grade

    Requirements:

  • A Degree in Accountancy or related discipline with a minimum of 8 to 10 years of relevant experience
  • Prior experience in budget management and/or business partnering in the public sector is preferred
  • Experience in leading a team, engaging and building rapport with internal and external stakeholders
  • Self-driven, resourceful with a positive attitude
  • Excellent interpersonal, written and communication skills
  • Proficient in MS Office tools
  • You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time
