To replace the near-shore subsea pipeline section and rejuvenate the buoy mooring system, during the planned shutdown, while maintaining existing functionality and capability, such that Bukom's crude oil import facility has a useful operating life till 2040.

General Job Description

The Company Site Representative (CSR)'s responsibilities are:
Roles, Tasks & Responsibility

  • Represents COMPANY at designated Site (onboard Contractor's vessel or at landfall site).
  • Interface with EPCI contractor to ensure adherence to the performance standards, drawings and specifications.
  • Provides oversight and day to day coordination with the EPCI contractor to ensure delivery as per contract.
  • Monitor performance of the EPCI construction work against the defined Acceptance Criteria, schedule and look ahead plan.
  • Oversees the work of COMPANY's QA/QC and HSSE site personnel.
  • Ensures implementation of Management of Change procedure at site.
  • Ensure that all relevant approved procedures and risk assessments are followed by the contractor.
  • Ensure the contractor proactively manages safety and quality.
  • Act, behave and lead by example according to Company's values.
  • Responsible for coordinating with Company's Construction Lead, Package Leads, Quality Lead and HSSE Lead to ensure that rotation of Site Representatives are effectively managed, and subsequently manage the agreed rotation cycles.
  • Review and understand Quality and HSE documents as required before execution phase commences and keep updated on changes in the documents.
  • Attend daily meetings, toolbox talks and other discussions to ensure that the works are being carried out in a safe manner to the required quality.
  • During all defined key activities and otherwise as often as practicable be present as a witness during installation. Access all work areas provided it is safe to do so.
  • Participate in safety walks with HSE representatives from the Company and Contractor.
  • Maintain an accurate record of all installation activities daily throughout the execution phase.
  • Verifies (or correct, if required) and endorses EPCI Contractor's daily reports.
Reporting Relationship

  • On daytoday operation, he reports to the respective Package Lead.
  • Functionally, he reports to the Construction Lead.
HSSE Assurance

  • Proactively supports and embeds Project's Goal ZERO for HSSE in Engineering, Construction, Commissioning and Start up activities.
  • Provides guidance to HSSE site representatives by clearly outlining the applicable HSSE Management Systems, procedures and safety programs to be applied in the project.
  • Attends toolbox meetings at regular intervals and proactive reports/intervenes unsafe acts and unsafe conditions.
  • Ensures that the EPCI contractor complies with the HSSE requirements of the EPCI contract at site.
Quality Assurance

  • Provides guidance to QA/QC site representatives on the applicable Quality Management System, procedures and quality program to be applied in the project.
  • Ensures that the EPCI contractor complies with the Quality requirements of the EPCI contract.
Risk Management

  • Supports Company's Construction Lead and Package Lead/Project Engineers to proactively manage the risk and provide daily update on any such developments.
  • Ensures that all identified risks are properly reported to COMPANY's IPMT, and ensures that agreed mitigation plans for risks identified earlier are followedthrough at Site.
Interface Management

  • Ensure that all interfaces between COMPANY and EPCI Contractor are proactively managed at Site.
Decision Authority

  • CSR will conduct visual inspection of the work in progress and monitor that it is carried out as per approved procedures.
  • CSR has no contractual authority, except for the authority to intervene or stop the operation in case of safety, quality infringements or if the procedures are not being followed by the Contractor.
Pre-requisites

1) General (all CSRs)

  • Ability to communicate effectively both verbally and in writing.
  • Certified medically fit.
  • Strong HSSE and QA inclination a must.
  • Must have past experience as CSR (minimum 2 years).
  • Past experience as OCM an advantage.
  • Valid BOSIET certificate an advantage.
  • Tertiary education an advantage.
  • IT Proficient (Microsoft Word, Excel and Internet).
2) CSR on Pipelay Vessel

  • 15 years' experience in subsea pipeline construction including shore pull pipelay initiation.
  • Current BOSIET certification.
  • Past experience on projects with diving and ROV a must.
  • Past experience on Above Water Tiein an advantage
3) CSR on SBM installation Vessel

  • 10 years' experience in offshore constru
