Duties:

The major duties of the Civil Engineer position include, but are not limited to, the following:

  • Establish and manage a program of projects to improve the processes and systems related to roads, bridges, tunnels, trails and other transport modes including business practices, standards, and system improvements.
  • Oversees the managing of agreements and contracts in support of program goals and priorities and direction of management.
  • Support NPS data collection, analysis and reporting requirements related to the Transportation Program and performance goals.

  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a oneyear probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications:


  • All qualifications must be met by the closing date of this announcement04/15/2024unless otherwise stated in this vacancy announcement.
  • Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or parttime or total number of hours worked (i.e., work 40+ hours a week, rather than indicating fulltime). If parttime, the hours must be annotated to be able to prorate the amount qualified specialized experience.

You must meet the following Basic Requirements in order to be eligible for this position:


  • Education: A degree (or higher degree) in Engineering.
To be acceptable, the curriculum must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • AND**
    To qualify for this position at the GS13 grade level, you must possess all of the following minimum qualifications by close of the announcement:
    SPECIALIZED EXPERIENCE:

At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors).


This experience must include
all of the following:


  • Management of a national transportation program related to roads, bridges, tunnels, trails, and other transport modes of transportation addressing policy, budgets, data, analysis, standards, risks, and reporting.
  • Establishes annual and multiyear activities, organizes programs and orchestrates project activities, budgets, timelines, scopes, and assigns work through agreements and contracts follow by directing, overseeing and excepting work products to meet performance goals and management's direction.
  • Provides area of transportation expertise and responsibility by directing, implementing, and managing of the assigned program area; meets liaison and coordination roles; overseeing major initiatives, projects, investments; conducting change management activities; informs senior leadership, and proven communication and leadership abilities.
There is no substitution of education for experience at the grade level(s) of this announcement.

  • You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Parttime hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as fulltime will be credited at 40 hours per week.
