What the role is

  • The mission of SFA is to ensure and secure a supply of safe food for Singapore.

The Joint Policy and Planning Division drives SFA's directions and organisational priorities, supporting top management in strategy formulation, strategic plan execution, corporate planning, resource and enterprise risk management, organisation development and transformation/innovation to achieve SFA's vision, mission and goals.

The job holder will formulate, review and obtain buy-in for key policies and strategies across the food supply ecosystem from farm to fork and food safety spectrum, and drive key interventions to ensure and secure a supply of safe food for Singapore.

Develop and review of policies and strategies by (i) drawing from scientific frameworks / theories, (ii) anticipating international developments, scientific and societal trends, and impact of emerging technologies, as well as (iii) balancing trade-offs.

Recommend policy positions, approaches and strategies to ensure a supply of safe food to senior management and Ministry stakeholders (e.g. Minister, Cabinet) for approval.

Oversee legislative amendments / enactments to effect policy intent, balancing the needs and priorities of the various stakeholders.

Establish strategic relationships with key stakeholders to obtain buy-in for SFA's policies and strategies as well as create new opportunities for collaboration.


Qualifications & Requirements

  • Relevant work experience in the
    policy and legislative review and formulation in the government sector preferred

Self-motivated, and possess strong conceptual, writing and communication skill

  • Ability to engage and establish rapport with stakeholders, senior management and contributors at all levels of the organisation

Demonstrate anticipative, agile, resilient and collaborative behaviour. Officer must be able to plan ahead, develop workarounds and drawer plans, stay mission-focused to surmount obstacles; and work both independently and as a team member

Relevant qualifications, certifications and/or skills in science (e.g. scientific basis of risk assessments),
economics (e.g. incentive structures and behavioural insights) and
finance/statistics (e.g. commercial viability and cost-benefit analysis) preferred.

  • Meticulous, resourceful and able to work in a fast paced environment.
