    Description

    Summary

    This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Grants Management Specialist, you will be responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements and highly technical special projects. You will also manage all aspects of the FOA process and may act as the Specialist or Grants/Contracting Officer.

    Duties

    As a Grants Management Specialist , you will:

  • Provide authoritative technical advice on all aspects of grant/financial assistance mechanisms. Responsible for administering and coordinating a complex grants portfolio including Cooperative Agreements and highly technical special projects.
  • Ensure recipients are in compliance with established administrative and financial policies, procedures, and sound business practices. Performs complex financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable, allowable, and allocable.
  • Manage all aspects of award administration for existing awards including some of NETL's moderately complex actions and all aspects of the FOA process. May act as the Specialist or Grants/Contracting Officer on some of the moderately complex FOAs and awards.
  • Review periodic and final financial status reports to ensure that all obligations incurred meet conditions in regulations, program guidelines, cost principles, and the specific limitations state on the Notice of Award.
  • Provide technical authority in the development and review of policy and procedural issuances from the Department. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, e-mails, etc. with recipient and Federal staff.
