Responsible for ensuring the timely and accurate management of all payroll-related activities, as well as the operational execution of GovTech's benefits and welfare programs.

We are seeking a Manager to join our People Operations & Systems team that leverages technology and operational expertise to deliver quality and customer-centric HR services for the business.

As our Payroll & Benefits Operations Manager, you will be responsible for ensuring the timely and accurate management of all payroll-related activities, as well as the operational execution of GovTech's benefits and welfare programs.


Providing leadership to this function, you will work with the support of our HR outsourced vendor, and in close collaboration with teammates from within the HR, Finance and the Central team that provide the HR and Payroll systems platform.


You are an individual who has a good understanding of payroll and benefits concepts and can serve as trusted implementation partner to the HR COEs.

This entails being able to envisage operational implications - from systems, operations and employee experience perspectives, provide advice, device strategic and tactical approaches and deliver seamless operational execution.

At the same time, you are a person with an agile mindset, always seeking out ways to improve and problem-solve.


What to expect:

  • Manage the payroll function to ensure high quality, timely and efficient delivery of payroll services for the population of about 4,000 employees, across 2 payroll runs per month.
  • Ensure accuracy in all payments and deductions, compliance to legislative requirements (tax filing and CPF contributions), salary accruals, GL account management and journals, reconciliations, 3rd party billings and audits.
  • Creation of new pay elements (Excelity) and payment plans (Workday), design, review and performing user testing for system enhancements.
  • Responsible for the management of our Benefits program, including leave management, outpatient medical program (government clinics, private panel, insurance renewals and claims), welfare programs (corporate passes), and shift management.
  • Work in close partnership with the Benefits Policy team to operationalise and implement benefits programs and changes.

  • Deliver HR services through strong partnership with outsourced vendor ensure the team is optimised and monthly KPIs are achieved.
  • Introduce process improvements and enhancements to improve accuracy and robustness.
  • Working close with the Central team for incident resolution and enhancements.

How to succeed:

  • Bachelor's Degree with minimum 8 years of relevant working experience
  • Energised by a fastpaced work environment, able to multitask and manage high volume.
  • Highly resourceful, strong analytical abilities and handson in problemsolving.
  • Strength in forward planning and being able to see how diverse parts interconnect.
  • Strong eye for detail and proven processes reengineering experience with a boldness to innovate.
  • Good written, verbal communication skills with the ability to work with diverse stakeholders
