What the role is

  • The Leadership Development Cluster oversees the Leadership and Talent Development policies and approaches at the Public Service level, to achieve the following key outcomes:
  • Effective and High-Performing Leaders & Leadership Teams who deliver with excellence today and innovate for tomorrow
  • Leadership Corps with Greater Diversity in experiences, skillsets & perspectives
  • One Public Service Leadership with a common purpose, identity and values
We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose.

This includes how we identify, develop, and engage senior public service leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme).

We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.


What you will be working on
- [Specific Job Responsibilities]
You will be part of the team responsible for planning and implementing talent engagement and development strategies to build up a healthy pipeline of competent and committed leaders to serve in the Public Service


These include:

  • Developing and managing a spectrum of leadership development interventions that cut across a Public Service Leader's career, such as leadership milestone programmes, postgraduate scholarships, nomination to crossagency project teams, coaching and mentoring. You will curate programmes to develop leadership competencies in specific areas such as geopolitical understanding and crosssector collaboration. You will also work with agency HR to nominate officers for these developmental interventions.
  • Developing and implementing strategies to strengthen internal communications and engagement of the leadership community. This includes curating engagement forums such as leadership forums, dialogue sessions with politicians and leaders in other sectors, peer learning events, bilateral Civil Service exchange programmes, as well as other talent networking platforms.


In the course of work, you will be exposed to various aspects of talent management, leadership development, human resource management as well as organisational development.

You will work closely with Public Service Leaders, HR counterparts in public agencies and the Civil Service College to develop various development and engagement strategies.

Lastly, to deliver your work effectively, you would also have to engage and build networks with the officers in our talent programmes as well as broader leadership community.

- [Events Management] Ability to plan and execute engagement plans and programmes for stakeholders independently, taking into consideration differing needs, preferences and requirements of different parties.
- [Communications & Relationship Management/Working Effectively with Stakeholders] Ability to build strong networks and connections with the HR, Learning & Development and Leadership communities, and partner them to co-create and deliver a strong suite of engagement and developmental programmes. You should also work well with internal and external stakeholders to deliver agency and whole-of-government outcomes. To do so, you should possess strong communication (written and verbal) and presentation skills to meaningfully engage a wide spectrum of stakeholders at various levels, including senior management.
- [Employee Experience / Learning & Development] Experienced in planning, designing and implementing development and engagement interventions to build capabilities, drive employee engagement and raise awareness on key areas of concerns. Ability to monitor and assess the impact of the learning and development strategy and initiatives on WOG outcomes.
- [Thinking Clearly and Making Sound Judgements] Possess basic appreciation and understanding of the strategic role, purpose, objectives and challenges of HR practices of the public service. You collect and analyse different sources of information to assess issues, and evaluate possible solutions by leveraging data and research.

  • At least 2 years of work experience in the field of talent management and leadership development, employee engagement, learning and development, organisational development or business partnering.
