Description

To support PA's objectives to promote social cohesion and community bonding by ensuring that the physical infrastructure and facilities of Community Centres/Clubs and other PA buildings are well maintained and kept in a state of good, safe and serviceable repair.

Takes charge of the Contracts Management Section and assist to administer and control the pre
- and post-contracts management of planning and implementation of cyclical maintenance programme, minor improvement projects, maintenance contracts, other development projects for CCs, RCs and other PA buildings, and other estates management contracts of all PA properties

  • Monitors the status of project/contract costs, seeks approval for funds, closure of project/contract accounts and declares savings (if any).
  • Reviews current workflows and processes and identifies areas for standardisation and improvements.
  • Implements, monitors and manages the procurement for goods and services including consultancy / construction services to ensure compliance of Government procurement & financial procedures.
  • Checks and reviews of quotation / tender documents prepared by the team of contract managers to ensure that the documents comply with the Public Sector Standards Conditions of Contract, Government Instruction Manuals (IMs) for goods, services and construction services and to meet the operational needs of the PA.
  • Monitors and updates maintenance contracts and project accounts in financial systems to facilitate progress payments, finalisation of accounts and preparation of reports to the management and Grassroots Leaders.
  • Oversees the maintenance and projection of cash flows, manages the allocation of budget in finance system and manage within approved cost/budget.
  • Oversees the submission for Development Project In-Progress (DPIP) for capitalisation of Projects.
  • Assists in audits conducted by both internal and external auditors on contracts/projects.
  • Seeks funding approval for revision to project costs during project implementation and on closure of project accounts.
  • Provides leadership, direction and guidance to staffs in the Section to carry out their duties effectively and efficiently so as to achieve the Section's targets.
  • Monitors and evaluates staff performance, plans and recommends staff development and encourages staff to learn new skills to maximise their potentials and contributions.
  • Attends discussions organised by the MOF on construction procurement matters and assists to disseminate relevant information to staff of the Division.
  • Assists Director and Deputy Director to achieve the Division's goals and visions.
  • Attends to enquiries on Finance system and creation of contract for projects and maintenance services.
  • Professional Qualification in Architectural, Building, Construction Management, Project Management, Quantity Surveying or other Building related disciplines.
  • Preferably more than 3 years of supervisory experience in managing a contract management section/ team. Experience working with volunteers and grassroots leaders is also preferred
  • Knowledge in GeBIZ / Workday system is an advantage.
  • Experience in construction procurement and familiarity with BCA's procurement frameworks (PQM, QFM, etc).
  • Well versed in contracts administration and management.
  • Good analytical, communication, interpersonal, organization, writing and presentation skills.
