    General:

    At least 8 years of directly relevant work experience. Familiar with or willing to serve in the social service sector. Those with work experience in programme/project-based environment highly advantageous.

    Essential Technical Competencies

    1. Project Activity Based Costing (a.k.a. 'Work Breakdown Structure'), controlling and reporting

    2. Financial Planning and Analysis

    3. Financial Accounting (FRS)

    4. IT tools ( Microsoft office esp Excel) and ERP system

    5. Governance, Process and Controls (organization wide end to end) design and implementation

    Key Responsibilities

    Programme Costing

    Work with respective programme heads or directors to translate programme logic/operational model into activity-based costing in grant proposals

    Develop relevant costing models and analytics for costs efficiency enhancements

    Set up programme structure in collaboration with programme heads/directors in programme resource modules in ERP, as appropriate.

    Manage financial data captured in programme resource management and financial statement modules to ensure data integrity

    Grant Financial process

    Manage and align external stakeholder (grantor) requirements with internal financial processes

    Track and monitor approved grant budgets

    Ensure compliance to key policies, such as financial policy/internal controls and risk management

    Ensure proper supporting document for transactions to be audit ready

    Perform analytics for Grant reporting, in collaboration with programme heads/directors.

    Review and work with Accounting on programme specific ring fencing mechanism set up in the ERP system

    Translate approved grant budget into internal programme budget as part of the annual internal budgeting process. Monitor and analyse differences with documented support.

    Perform grant financial reporting as required

    General Finance and Governance

    Manage SHINE's overall governance framework and ensure continuous compliance in accordance with Charity Act, IPC and relevant legislative requirements

    Support and perform budgeting/forecasting and management reporting for management and Board

    Support Audit and Risk Management and Finance Committee meetings

    Others

    Continuous transdisciplinary process improvement

    Lead or participate in transdisciplinary projects/initiatives
