Role Purpose:

The role is responsible for leading QHSE in DCS within APAC.


Specifically the role holder will:

  • Implement the DCS QHSE policies, mission and vision set out by the DCS line of business leadership team, aligning with the wider DCS & DCS Global QHSE strategy.
  • Develop, maintain and implement local operating procedures that meet the requirements of both CBRE's QHSE Integrated Management System, local laws and regulations and the DCS Critical Environments Risk Management (CERM) Processes.
  • Develop and implement a Divisional QHSE strategic improvement plan and operational compliance programme (ensuring the full support of the Divisional Leadership team) that is encompassing and relevant to the DCS business operations and our customers. The strategy shall includes Project Delivery, and our Digital Service Operations activities.
  • This improvement plan, should be progressive, innovative and forward looking focussing on both Social (Human) and Technological ('SocioTechnical') aspects to deliver sustainable QHSE performance.
  • Prepare periodic (e.g. weekly, monthly, quarterly) QHSE management information reports for APAC in line with the Divisional management team expectations and the CBRE Line of Business (LoB) requirements.
  • Manage, develop and grow the QHSE professionals (inc. any 3rd party QHSE People) within APAC.
  • This includes ensuring there is a strong connection with any 'Account Embedded' QHSE People.
  • This is a leadership role. It is the most senior QHSE person for DCS within APAC and is accountable for embedding CBRE's QHSE policy and standards, management system and tools and leading the development of the Divisional QHSE improvement plans through the setting of objects and targets.

Key Responsibilities

  • Develop, implement, review and maintain the APAC annual QHSE improvement plan to ensure objectives and targets are in line with the DCS strategy and the overall business plan for APAC.
  • This plan must be progressive and focus on the:



  • _Social_

  • the human / people elements of QHSE

_Technical_ - the systems and process, technologies and associated interfaces that People / Teams interact with.

  • Ensure that the DCS operating division has robust processes that exceed the minimum legal QHSE compliance requirements within the operating Countries it is present in and establish and embed a QHSE assurance programme to monitor legal compliance.
  • This will require coordination and collaboration with other Lines of Business who hold the Statutory Duties for legal compliance of the CBRE GWS Entity (e.g. QHSE Stewards). This role must ensure strong collaboration with these stakeholders and is effective to ensure DCS is aligned to CBRE's minimum inCountry requirements (as an output specification).
  • Ensure the achievement of QHSE service level agreements are met, particularly where support from QHSE resources from within other Lines of Business (i.e. DCS or GWS|Enterprise Accounts) is required to support DCS in fulfilling it's QHSE statutory obligations.
  • As part of the improvement planning process, secure appropriate resources to enable delivery of the QHSE improvement plan following guidance from CBRE and all internal financial planning processes and controls. This includes both _capacity_ management and _competency_ of QHSE team members to support the growing DCS business.
