What the role is

  • The incumbent is a member of the Financial Operations and Control Branch in the Finance Department and his/her duties will primarily focus on banking and cash management, as well as financial and statutory reporting in relation to financial instruments.

What you will be working on

  • 1) Bank account management setting up and maintenance of bank accounts, ongoing KYC requirements as requested by financial institutions, obtain Board's resolution where required, recommend/update of bank mandate and authorised bank signatories, manage administration of ebanking platforms, Government Central Liquidity Management ("CLM") scheme and approvals to ensure proper bank accounts setup to handle financial operations and other requirements e.g. ringfencing of funds.
2) Cash management - oversee CLM reporting on cash requirements, maintain proper controls, develop/review/prepare cash management reports for Management and periodic review of policy/process
3) Manage bank concentration risk through diversification of banking partners.
4) Investment management - evaluate and recommend, including periodic review and update of, investment policy to:
i. Identify and recommend a sustainable long-term risk-return strategy and a dynamic asset allocation including presentation to Management and Board;
ii. Execute procurement services of Fund Manager and Custodian;
iii. Lead the review and negotiation of the investment terms proposed by financial institutions/fund manager and the portfolio construction; and
iv. Continuously monitor and review of the risks and performance of the investment portfolio including updating the Management and Board.

5) Handle operational matters relating to grants (paid-in-advance and reimbursement basis) from Ministry of Trade and Industry/Ministry of Finance ("MOF") including the setting up of monitoring processes, timely return of interest to MOF and reporting.

6) Handle accounting, valuation and disclosure of all financial instruments, including performing mark to market for derivatives and investments for financial statements reporting.
7) Handle reporting requirements of all financial instruments to AGD/MOF/MTI.
8) Co-lead of Banking and Settlement module in Workday.


What we are looking for

  • Education in Accounting or Finance
  • A Chartered Accountant or equivalent
  • 3 to 5 years of relevant working experience
  • Strong organisation and time management skills to ensure all deadlines are met.

  • Meticulous, with a helicopter view of the desired outcome.
