This role is to support GP IT enablement horizontal work (strategy to plans) and identified vertical planning work (SmartCMS, HSG's functions, GPConnect).

Role and Responsibilities
The Senior Programme Manager leads and supervises the primary care IT enablement's programmes.

He/She provides the strategic direction and guidance in terms of domain landscape implications, key user trends and opportunities for the respective programmes to benefit the Primary Care landscape in line with MOH strategic objectives.

He/She also performs the key interfacing and coordinating role on funding and policy matters, with internal departments and external stakeholders, namely MOH departments, AIC and IT enablement related government agencies such as IMDA.


The SPM adopts a broad perspective when performating strategic analysis of the domain in synthesising opportunities to forward the team's programmes, and is able to put forth fresh perspectives and innovative strategies to drive the programme's outcomes.

He/she is an influential leader who communicates well and sustains strong, positive relationships with his team, other departments in IHIS, MOH and other government agencies in articulating the value of the organisation's programmes and products in an engaging and compelling manner.

Establish programme roadmap

  • Identify MOH strategies and objectives releveant to Primary Care.
  • Analyse and identify strategic issues in the domain landscape and user needs.
  • Review and determine programmes to achieve MOH strategies and bring value to the user at the same time.
Drive programme success

  • Steer the direction of the team's programmes.
  • Develop business case and financial models for new programmes or enhancing existing programmes.
  • Lead in seeking funding for new or established programmes.
  • Seek out and influence relevant stakeholders to support programme outcomes.
Manage stakeholders

  • Build partnership with internal and external stakeholders
  • Influence stakeholders expectations and negotiate for winwin outcomes
  • Communicate programme objectives and progress at key junctures to MOH stakeholders
  • Interface and coordinate with nonMOH agencies to seek policy clarification, funding support or synchronise programme roll out.
Requirements / Qualifications

  • Degree in computing/engineering
  • PMP
  • Experience in project and programme management.
  • Experience in staffing proposals and requesting for funding.
  • Involved in Product management (apps)
