    Description
    We are looking for dynamic and enthusiastic individuals, with strong business engagement, project management experience and machine learning knowledge. Join us on this pioneering journey to shape and transform the way programmes are delivered to citizens. You will formulate and execute the direction of the AI partnerships team. This entails engagement with prospective partners, co-developing and deploying models alongside partners, and bridging between our partners and internal business teams to facilitate translation. Throughout this journey, you will be driving strategic collaborations with a wide range of partners across public healthcare and data science institutions, academics and technology players to bring in their data, as well as programmes and data science expertise to benefit citizens. As such, you will get the opportunity to work with big data from diverse data sources (e.g. intra-minute heart rate data from wearable sensors, meal logging and sports participation data from digital apps) to facilitate data feature engineering and AI use cases.

    Overview of Organisation's Chief Data Officers' Office (CDOO)

    Oversees the development and implementation of HPB's data strategy, which aligns with the Board-wide goal of impact of data on business decisions.

    Overview of Data Science & Analytics (DSA) department

    HPB is currently working towards a 5-year Precision Public Health (PPH) strategy. The strategy aims to deliver more personalised and engaging lifestyle programmes, that promote holistic health habits at the population level. This will in turn, translate to better health outcomes and reduced disease burden for Singapore through the scalability of impactful programmes. To this end, data plays an instrumental role to better understand individual's health and wellness needs.

    In line with the organisation's PPH goal, the DSA department aims to advance HPB's analytics rigour and data science applications to maximise translational value of data-driven insights. The department leverages rich individual-level data. The data is amalgamated across diverse programmes to deliver personalised interventions and messages that drive behavioural change. To achieve this, DSA collaborates with a wide range of partners (GovTech, academics, regional health clusters, AI Singapore, A*STAR, etc.) to develop predictive models and chatbots, apply advanced analytics and deploy AI on HPB platforms such as the Healthy 365 (H365) app.

    Responsibilities:

    • Collaborate with data science partners to develop and deploy AI models that facilitate the organisation's personalisation of lifestyle programmes.
    • Drive processes and use cases to bring in external expertise and services to deliver data science solutions.
    • Project manage and lead engagements between the organisation's business teams, vendors and data science partners, to plan and implement AI models that support programme needs.
    • Roadmap and evolve the deployment strategy and solutions with cross-functional business teams and data science partners, to align with shifting business needs and priorities over time.
    • Lead cross-functional teams (e.g. CDOO, Programmes, Marketing) to bring together disparate datasets to facilitate data science use cases.
    • Lead updates to senior management on project progress and surface issues for collective deliberation and decision-making.

    Requirements:

    • Bachelor / Master / PhD in AI / Data Science, Analytics, Computer Science, Computer Engineering or Information Systems with major and / or project experience in data science and / or business analytics from a recognised university:
    • Professional certifications in data science / ML engineering / business analytics from accredited professional bodies coupled with a few years of related working experience for graduates from other disciplines, are also acceptable for the position.
    • Minimum 5 years of relevant data science project management and delivery experience:
    • Experience in end-to-end deployment of machine learning and analytics projects in a production environment, is a plus
    • Experience working with cloud-based analytics platforms and tools (e.g. Microsoft Azure, Hadoop, Spark Ecosystems) to deploy and productionise ML solutions, is a plus
    • Familiar with development of machine learning / deep learning models using programming languages (e.g. Python, SQL, R, PySpark).
    • Adaptive in a fast-paced matrix environment, overseeing multiple projects concurrently within an agile environment.
    • Posseses strong problem resolution and negotiation skills to manage and deliver complex projects involving internal and external stakeholders.
    • Strategic-minded, by connecting the dots between data science and business applications, and able to distil and communicate complex concepts in a clear and layman manner.
    • Takes an interest in digital health and healthcare.
