Care Corner Singapore Ltd was founded in 1981, in a climate of changes in the early 1980s, as economic competition in the region intensified and the rift between the wealthy and the lower-income in particular the Chinese blue-collar workers, widened.

Rev Tan Tien Ser and a group of passionate individuals believed that these marginalised people with lower income and little opportunities for a formal education could be helped to realise their potential and become more competent and fulfilled persons.

Through a series of early outreach initiatives, Care Corner has evolved into an organisation offering a wide range of programmes and services delivered through various social service centres located island-wide.

In a bid to stay relevant to the needs of the community, Care Corner has continuously strived to offer new and innovative programmes to support those in need and the less privileged.

Manager_Assistant Manager (People & Organisation Development)


RESPONSIBILITIES

Job Purpose


Reporting to Head (People & Organisation Development, P&OD), you will be responsible for leading talent acquisition strategies and drive end-to-end recruitment activities in Care Corner.

Working in partnership with all service points/departments, you will manage an efficient and robust hiring approach to secure a strong talent pipeline with the capability to achieve the organisation mission and goals.

You will also oversee employer branding initiatives and related programs e.g internship programs and learning journeys, to attract and build talent pipelines.

Support and work closely with P&OD colleagues and other departments to develop and enhance HR systems and processes, especially as they relate to talent acquisition and EVP.


Roles & Responsibilities

  • Plan the overall talent acquisition strategies in line with organisation manpower needs and growth.
  • Manage the endtoend recruitment process, from job requirements, posting, sourcing, interviewing, offering and preboarding arrangement.
  • Partner with communications team to proactively promote our Employee Value Proposition (EVP) and Employer Branding through various social media and career sites (both internal and external).
  • Monitor the usage of recruitment tools, systems and platforms that enables effectiveness and efficiency of the recruiting processes.
  • Build and maintain a talent pipeline through networking, talent mapping, and relationship building with IHLs, industry professionals and partners.
  • Proactively seek market intelligence to gain competitive advantage in attraction, assessment, and sourcing methodologies.
  • Leverage data and analytics to make informed decisions, track recruitment key performance indicators (KPIs), generate reports and insights to identify areas for improvement and optimise recruitment efforts.
  • Lead or participate in transformation programmes that serve to achieve HR service and operational excellence. Such projects may include HRIS improvements, career progression pathways/mapping, job description library, etc.
  • Support the development of processes and guidelines to onboard new hires and to facilitate their assimilation into the organisation to become effective contributors.
  • As a secondary portfolio, assume adhoc HR operational responsibilities as delegated by Head (P&OD), such as staff engagement and staff welfare activities.

Requirements:


  • Bachelor degree, preferably in business or human resources.
  • Minimum of 3 years' progressive talent acquisition/recruitment leadership experience within an inhouse or recruitment process outsourcing (RPO) environment for managerial position.
  • Knowledge of fullcycle recruiting, employer branding techniques and selection methods (e.g competencybased interviews, reference checks, psychological test etc.) and employment legislation and regulations
  • Industry knowledge of social service sector will be beneficial.
  • Demonstrated ability to lead change initiatives and innovation in HR practices, preferably in a large and complex organisation
  • Able to communicate and influence effectively and build collaborative relationships.
  • Possess tenacity, resilience and patience to deal with ambiguity and change and flexibility to support HR projects and tasks.
  • Uphold integrity and sensitivity of confidential information as a trusted advisor.

QUALIFICATIONS
Bachelor degree, preferably in business or human resources.
